<br />Road Advisory Minutes-October 15, 2007 1 <br /> <br />ROAD ADVISORY COMMITTEE <br />OCTOBER 15, 2007-1 :00 PM <br /> <br />1. MEETING TO ORDER <br />Commissioner Darrell Vanyo called a meeting of the Road Advisory Committee to order at <br />1:00 PM on Monday, October 15, 2007, in the Commission Room, Cass County Courthouse. <br />Members were present as follows: Vern Bennett, Darrell Vanyo, Ken Pawluk, Keith Berndt, <br />Rich Sieg, Scott Saewert, Robyn Sorum, and Scott Wagner. Jurgen Suhr and Mark Johnson <br />were absent. <br /> <br />2. FUTURE HIGHWAY PROJECTS, County Hiqhwav 16 discussed, action <br />Mr. Berndt discussed future highway overlay projects and distributed a handout outlining a <br />draft entitled "2008-2009 County Federal Aid Program". He asked the committee's approval <br />of the recommended program as well as direction regarding whether to pave eight miles of <br />Cass 16 between Davenport and State 18. <br /> <br />He stated that Cass County receives approximately $1.3 million each year in federal aid for <br />roads allowing the county to decide on the expenditures of these funds. Bridge projects <br />compete on a statewide basis with no set amount the county receives yearly for projects. <br /> <br />Mr. Berndt also presented a handout derived from a PowerPoint presentation which was <br />recently distributed to county commissioners by the director of the North Dakota Department <br />of Transportation (NDDOT). The NDDOT has expressed concern that some of their ability to <br />transfer federal funds between programs may be lost with future legislation. If flexibility were <br />to be lost North Dakota counties would lose considerable dollars in federal aid. <br /> <br />Mr. Wagner stated that 10 mills generates $3.5 million and since 1984 the county has levied <br />10 mills for the purpose of infrastructure, 87% of the dollars generated come from the metro <br />and extraterritorial area; however, only 17% of the county roads lie within this area. Mr. <br />Wagner is concerned about using too many dollars to pave low traffic roads. Mrs. Sorum <br />expressed concern regarding paving too many roads and the ability to keep a maintenance <br />schedule. Mr. Pawluk said there are no major paved roads running east and west in the <br />southern part of the county. If Cass 16 were given priority, other maintenance overlays would <br />need to be postponed for several years to free up enough funding for the Cass 16 project. <br /> <br />Mr. Berndt plans to attend a NACO Transportation Committee meeting in Dallas, October 17- <br />19 to work on a proposal regarding the 2009 highway bill. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to proceed with the 2008-2009 priority <br />list for county road overlay projects for Cass County Highway 10 to Highway 17 and <br />Cass County Highway 4-Highway 5 to State Highway 18 as presented and to exclude <br />Cass 16. Discussion: Mr. Saewert said if we abandon Cass 16 again the issue will <br />continue to come back. One of these years the project will have to be done. Mrs. <br />Sorum stated before adding projects for overlay, we need to look at the entire <br />county for needs. On roll call vote, the motion carried with Mr. Wagner, Mr. Vanyo, <br />Mrs. Sorum, Mr. Berndt, and Mr. Sieg voting "Yes" and Mr. Pawluk, Mr. Bennett, and <br />Mr. Saewert voting "No". <br />
