He believes the value of the property in question would be less than$1,OOO.00 since <br />it is abandoned right-of-way for which the county does not have an abstract, and there would be <br />a cost involved in obtaining a warranty deed. . <br />MOTIONs tabled <br />Mrs. Schneider moved and Mr:. Meyer seconded to 'approve the sale of <br />property in the SE 1/4 of Section 15, Township 140 North, Range 49 <br />West, no longer used as highway right~of~way, and as described on' <br />the quit claim. deed provided'by the County Engineer,'forthe sum of <br />$500.00. Discussion: Mr. Koenig suggested a selling pric.o of $300.00 <br />for this 3.3 acres of former highway right~of-way. He. doubted there' <br />would be any interest in the property, other than the adjoining <br />landowner. Mrs. Holmquist then presented some documents from the . <br />North Dakota Department of Transportation co'ncerning the abandoned <br />right~lI-way. At this point, the Board agreed to table the motion <br />mQmentarily until the State's Attorney has an opportunity to examine <br />the documents presented by Mrs. Holmquist. <br /> <br />11. ABATEMENT APPLICATION, Warren Dubbels <br />Frank Kleinreported on his investigation of the abatement application of ~ Dubbels. He <br />recommends denying the abatemenfbecause the 19'97 v~!uation was already reduc~d because <br />of flood damage to the unfinished basement. The Stanley. Towns hip Board also recommends: <br />denying the abatement based upon a report from the Stanley Township Assessor. . <br />'. . <br /> <br />...''1-.:;.... <br /> <br />Mr. Dubbels was present and addressed the Board at this time. He:said flood wa.terfilledhis <br />basement in 1997 to within an inch or two of the floor joists, and water in the out-buildings was <br />chest-high. Mr. DubQel's concern is that the taxes were reduced for.one'year and then went back. <br />up in 1998 and 1999. -: <br /> <br />Mr. _ Klein said the abatement application requests that the 1997 valuation be reduced to <br />$38,900:' The township assessor lowered the valuation by $21,000 to $63,300 because of the <br />1997 flood, and the valuation increased after everything was put back in order. Mr. Klein said <br />the prop~rty has value because it is a.'rural setting with!21 acres of land along the Red River, <br />and delJ~lopment is occurring in the neighborhood. <br />MOTIONs passed <br />Mr. Meyer moved and Mrs. Schneider seconded that Abatement #4121 <br />be denied for Warren Dubbels as rec.ommended by the' Oirector of <br />Equalization and the Stanley Township Board. On roll call vote, <br />motIon carried unanimously. <br /> <br />12. ABATEMENT APPLICATION, Clifton & Donna Rodenburg <br />Frank KI,ein reported on his investigation of the abatement application of Clifton & Donna <br />Rodenburg. He said it appears that sometime in the future, the owners may have to move their <br />residence forward on the lot or move it to a different location because the river bank has <br />experienced sliding for a number of ye,a~s.
