Project Description: <br /> <br />The City of Harwood is split between Interstate Highway 29 (1-29) with only an overpass <br />bridge connecting the two portions of the City. There is considerable development on both <br />sides ofl-29 with the Harwood School on the east side and the Post Office on the west side. <br />There are many reasons for citizens to travel to both sides of town, but currently there is no <br />safe alternative to driving from one side to the other. There is an urgent need for a multi- <br />use path along Cass County Highway 22 on both east and west sides of the Interstate, and <br />protection on the overpass bridge for pedestrians and bicyclists. Included as an attachment <br />to this application, is a 2007 project study done by the Fargo Moorhead Metropolitan <br />Council of Governments (FM Metro COG) which further outlines the needs and <br />alternatives for completion. <br /> <br />This project will use the right of way of Cass County Highway 22 along with requesting <br />State owned right of way for portions including the bridge overpass. The width of the <br />proposed project will be 10 feet wide for the path and 6 to 8 feet wide (as feasible) for the <br />bridge overpass portion. The proposed path will run along Cass County Highway 22 from <br />the 1-29 overpass bridge to Rivershore Drive on the west Side of Harwood and along Cass <br />County Highway 22 from 1-29 overpass bridge to Lind Boulevard on the east Side of <br />Harwood. The path will be constructed of concrete and will include the use of jersey <br />barriers on the bridge.
