<br />6 <br />1 (9) The term "labor organization" means an <br />2 organization composed in vvhole or in part of em- <br />3 ployees, in which employees participate, and the pur- <br />4 pose of which is to represellt such employees before <br />5 public safety agencies concerning grievances, condi- <br />6 tions of emploYlnent and related matters. <br />7 (10) The term "substantially proyides" means <br />8 substantial compliance with the rights and respon- <br />9 sibilities described in section 4(b). <br />10 SEC. 4. DETERMINATION OF RIGHTS AND RESPONSIBIL- <br />11 ITIES. <br />12 (a) DETERMINATION.- <br />13 (1) IN GENERAL.-Not later than 180 days <br />14 after the date of enactment of this Act, the Author- <br />15 ity shall make a determination as to whether a State <br />16 substantially prmi.des for the rights and responsibil- <br />17 ities described in subsection (b). In making such de- <br />18 terminations, the Authority shall consider and give <br />19 weight, to the maximum e:A'tent practicable, to the <br />20 opinion of affected employee organizations. <br />21 (2) SUBSEQUEXT DETERMINATIONS.-(A) A <br />22 determination made pursuant to paragraph (1) shall <br />23 remain in effect unless and until the Authority <br />24 issues a subsequent determination, in accordance <br />25 ,vith the procedures set forth in subparagraph (B). <br /> <br />.HR 980 III <br />
