National Association of Counties <br /> Fall Board of Directors meeting <br /> December 5-7, 2024 <br /> Sonoma County, CA <br /> December 6, 2024: <br /> Morning-Mobile Tour Symposium <br /> Afternoon - Board Meeting: <br /> Finance Committee Report: <br /> • The projected 2024 operating deficit is$1.69m instead of the forecasted $1.94m. This is <br /> good news. An operating deficit is projected through 2030 as new revenue streams get up <br /> and running after the sale of U.S. Communities several years ago and NACo received an <br /> influx of cash as proceeds from the sale. <br /> • There is a 2025 projected operating deficit of$1.98m. There will also a rebalance of <br /> investment income. The Association will take a one-time penalty to move cash from a lower <br /> interest rate investment to a higher rate investment. This will incur a one-time loss (penalty) <br /> of$1.073m. The 7-year net gain will be$2.874M. <br /> Policy Priority Update: <br /> • Core priorities won't change with a new administration coming into office. Strategies and <br /> tactics will change. <br /> • Maintain ARPA flexibility. (Most obligate by 12-31-24&expend by 12-31-26) <br /> • 988 Suicide/crisis hotline-new routing plan to closest tower rather than where the#is <br /> registered. <br /> 2024-2025 Policy Overview: <br /> • Lame Duck Session: <br /> o Will need Continuing Resolutions for 2025 appropriations by 12-20-24 <br /> o Considering a Disaster Supplement Bill. Senate wants $110B. The Senate is <br /> considering$40B-$60B. <br /> o A Farm Bill extension is needed by 12-31-24. <br /> • Trump Administration Transition: <br /> o Communicated with the Transition team last week. <br /> o Farm Bill will be critical. <br /> o Anticipate two major pieces of legislation early after inauguration. <br /> ■ Immigration & Boarder, Defense Policy, Energy <br /> ■ Taxes,Trade&`other priorities.' <br /> o Anticipate significant regulatory reforms. <br /> NACo Mid-Sized Exploratory Committee: <br /> • 130 counties above 500k <br /> • 2,100 counties under 50k <br /> • 823 between 50k-500k. <br />
