<br />Mr. Breitling moved and Mr. Kapitan seconded to approve a budget adjustment
<br />in the 2025 Sheriff's Office budget increasing the jail nursing line item by
<br />69,774. On roll call vote, the motion carried unanimously.
<br />12. SHERIFF, Purchase of mobile command vehicle approved
<br />County Sheriff Jahner is requesting to purchase a mobile command vehicle from Casselton Fire
<br />Department. The item was tabled at the June 3, 2024, Commission meeting.

<br />Mr. Grindberg moved and Mr. Kapitan seconded to approve the purchase,
<br />including uplift, and a budget adjustment of a mobile incident command vehicle
<br />from Casselton Fire Department in the amount of $64,633.00 using the county's
<br />Local Assistance and Tribal Consistency Fund) LACTCF funding. On roll call
<br />vote, the motion carried unanimously.

<br />14. RED RIVER REGIONAL DISPATCH CENTER, Constructions bids approved
<br />On May 8, 2024, bids were opened for general contractor, electrical contractor, and mechanical
<br />contractor services for construction of the Red River Regional Dispatch Center (RRRDC). The
<br />RRRDC Authority Board approved the recommended bids as follows: general contractor,
<br />Ledgestone, Inc. with a bid of $5,492,000, mechanical contractor, Robert Gibb and Sons with a bid
<br />of $2,214,385, and electrical contractor, Grotberg Electric, Inc. with a bid of $2,398,000. Mr. Wilson
<br />said once the low bids are approved, there will be a request to approve the contracts on June 17,
<br />2024.

<br />general contractor, Ledgestone, Inc. with a bid of $5,492,000, mechanical
<br />contractor, Robert Gibb and Sons with a bid of $2,214,385, and electrical
<br />contractor, Grotberg Electric, Inc. with a bid of $2,446,000, including the bid
<br />alternate, for the RRRDC construction bids. On roll call vote, the motion carried
<br />unanimously.
<br />15. RED RIVER REGIONAL DISPATCH CENTER, Director authorized as county agent
<br />Mr. Wilson said June 5, 2023, in accordance with the RRRDC Joint Powers Agreement (JPA), the
<br />County Commission approved an Owner-Architect Agreement with SEH for design and construction
<br />management of the new dispatch center facility. He said section 5.3 of the JPA specifies that an
<br />owner's representative shall be authorized to act on the owner's behalf and the agreement with SEH
<br />references former RRRDC Director Mary Phillippi. Mr. Wilson said the request today is to authorize
<br />current RRRDC Director Amanda Glasoe to act as Agent of Cass County in matters related to the
<br />design and construction of the new RRRDC facility.

<br />16. BUILDINGS, Space utilization discussion
<br />Over the past year, the Commission and Building Committee have been planning for an additional
<br />secure courtroom in the current Information Technology (IT) office space. Mr. Wilson said for
<br />Commission discussion today is two options to move forward. Option one to renovate the unutilized
<br />secure juvenile detention area on the first floor of the Annex into an area that will accommodate
<br />current and future IT needs. Mr. Wilson said the benefit of this option is it would be the quickest and
