Commission Minutes—April 15, 2024 5850 <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />APRIL 15, 2024 <br />1. MEETING CALLED TO ORDER <br />Chairman Chad M. Peterson called the meeting to order at 3:30 PM with all members present as <br />follows: Tony Grindberg, Duane Breitling, Jim Kapitan, and Chad M. Peterson in person; and Mary <br />Scherling via Microsoft Teams. <br />2. PLEDGE OF ALLEGIANCE <br />Taylor Kaushagen led the Pledge of Allegiance. <br />3. MINUTES APPROVED <br />MOTION, passed <br />Mr. Grindberg moved and Mr. Breitling seconded that the minutes of the <br />previous meeting be approved as written. Motion carried. <br />4. AGENDA, Order approved <br />MOTION, passed <br />Mr. Grindberg moved and Mr. Kapitan seconded to approve the order of the <br />agenda. Motion carried. <br />5. CONSENT AGENDA APPROVED <br />MOTION, passed <br />Mr. Breitling moved and Mr. Grindberg seconded to approve the consent <br />agenda as follows: On roll call vote, the motion carried unanimously. <br />a. Approve list of election inspectors and authorize the Finance Director to fill any vacancies that <br />may exist for the 2024 primary election. <br />b. Authorize grant application to provide funding for access to mental health and office wellness <br />support to all current and retired law enforcement and corrections staff in the State of North <br />Dakota through the Law Enforcement Mental Health and Wellness Act Program. <br />c.NATIONAL FOSTER CARE MONTH 2024 <br />Honoring, Uniting, and Celebrating Families <br />RESOLUTION #2024-05 <br />WHEREAS, the family, serving as the primary source of love, identity, self-esteem, and support, <br />is the very foundation of our communities and our State, and <br />WHEREAS, in Cass County there are approximately 220 children and youth in foster care being <br />provided with a safe, secure, and stable home along with the compassion and nurture of a foster <br />family, and <br />WHEREAS, foster families, who open their homes and hearts and give hope to children whose <br />families are in crisis, play a vital role helping children and families heal and reconnect, and <br />launching children into successful adulthood, and <br />WHEREAS, there are numerous individuals, public and private organizations who work to <br />increase public awareness of the needs of children in and leaving foster care as well as the <br />enduring and valuable contribution of foster parents, and the foster care "system" is only as good <br />as those who choose to be part of it, <br />NOW, THEREFORE, I. Chad Peterson, by virtue of the authority vested in me as Chair of the <br />Board of Cass County Commissioners do hereby proclaim May of 2024 as FOSTER CARE <br />MONTH in Cass County and urge all citizens to come forward and do something positive that will <br />help change a lifetime for children and youth in foster care. <br />d. Accept the findings and recommendations of the Cass County Planning Commission and staff <br />and approve the final plat for ASD Subdivision on the condition that access to the existing <br />property is modified to comply with the Cass County Highway Access Ordinance, as the proposal <br />meets the goals and objectives of the Cass County Comprehensive Plan, the Cass County
