Commission Minutes--December 15, 2003 2679 MOTION, passed Mr. Meyer moved and Mr. Vanyo seconded to appoint committee members for two building projects, suggested by Chairman Wagner, as follows: Discussion: Mr. Bennett expressed his views on the committee process. He believes the commission should have a broader base on committees, such as representation from citizens and other expertise within the county; he said a person should be contacted before their name is presented for committee work; and he felt Commissioner Meyer's knowledge and expertise could be used on both committees. Mr. Wagner responded that he did try to contact Mr. Bennett about serving on the weed/vector building committee; he agrees with having citizen input, however, these committees are being formed for preliminary planning; and he said Mr. Meyer declined to serve on either committee. Future issues and appropriations concerning these buildings will come back to the full commission, Mr. Wagner said. At the call for the question and on roll call vote, motion carried unanimously. ROAD DEPARTMENT, Casselton elevator road In a memorandum to the commission dated December 5, 2003, Mr. Berndt presented a draft copy of a proposed agreement with the City of Casselton outlining the terms under which a proposed elevator road would be built. In the agreement, Cass County would contract for the design and construction of the road, similar to other county Federal Aid projects; Cass County would add the road to the county highway system; the City of Casselton would reimburse Cass County for all expenses above $20,000.00; the road would be turned over to the City of Casselton at a future date, to be determined by Cass County; and the City of Casselton would maintain the road at its own expense. This topic has been discussed at recent County Road Advisory Committee meetings also. Mr. Berndt said the Casselton City Council approved the agreement in concept, subject to legal review, when he attended their board meeting on December 1 st. The total project cost is estimated at $800,000.00, with the construction cost estimate being $671,000.00. He also furnished a copy today of an engineering services agreement with Moore Engineering, Inc. for this project. Mr. Meyer suggested increasing Cass County's contribution to $100,000.00 because he does not view this project as a private road and sees it as economic development. Casselton Mayor Edward McConnell and Sid Mauch, Prosper Elevator Manager, were also present. Mayor McConnell said he has talked to some of the commissioners and to Roger Fenstad, of Moore Engineering, concerning this project. He said the City of Casselton would welcome more of a contribution from Cass County; however, he wants the county to know the city appreciates the cooperation and support they have given thus far.
