CASS COUNTY <br /> EMERGENCY DECLARATION <br />RESOLUTION #2024-01 <br />WHEREAS, Cass County has suffered damages from Severe Winter Weather that <br />included rain, sleet, freezing rain, and winds that occurred from December 25, 2023, <br />through December 27, 2023; and <br />WHEREAS, a heavy layer of ice, coupled with strong winds, caused extensive damage <br />to utility infrastructure; and <br />WHEREAS, efforts to repair and restore infrastructure may cause damage to public and <br />private property in addition to road and rights-of-way; and <br />WHEREAS, this storm caused power outages and damage to personal buildings and <br />property; and <br />WHEREAS, the impact of these damages is currently unknown but the cost of ice/snow <br />removal, tree removal, cost of repair, replacement, and cleanup of damaged property, is <br />in excess of normal budgeted funds and County resources; and <br />NOW THEREFORE, BE IT RESOLVED that the Cass County Board of Commissioners <br />declares an emergency and orders the activation and utilization of the Cass County <br />Emergency Operations Plan, its procedures, attachments, and appendices to recover <br />from the situation, develop a detailed damage assessment, reduce hardship, and initiate <br />appropriate relief and mitigation measures by departments and agencies of local <br />government to limit the hardships and impact of the emergency upon the citizens of Cass <br />County. <br />Dated at Fargo, North Dakota, this 2nd day of January 2024. <br />APPROVED: <br />Chad Peterson, Chairman <br />Cass County Commission <br />ATTEST: <br />Brandy Madrigga <br />Cass County Finance Director
