<br />TO: <br /> <br />Cass County Commission <br /> <br />RECEIVED <br />SEP 7 2001/ <br /> <br />FROM: <br /> <br />Kay Anderson, GIS Coordinator <br /> <br />CASS COUNTY COMMISSION <br /> <br />DATE: <br /> <br />September 7,2007 <br /> <br />SUBJECT: <br /> <br />2010 Decennial Census Update of Census Addresses <br /> <br />Dear Commissioners: <br /> <br />Recently the U.S. Census Bureau invited Cass County Government to participate <br />in the 2010 Decennial Census Local Update of Census Addresses (LUCA) Program. <br />The LUCA Program, authorized by the Census Address List Improvement Act of <br />1994 provides tribal, state, and local government the opportunity to review and <br />update the Census Bureau's address list. This program allows the Census Bureau <br />to benefit from local knowledge to develop their Master Address File for the <br />2010 Census. <br /> <br />There are three participation options to choose from depending on factors such <br />as the type of addressing, accessibility to data and willingness to sign a Title 13 <br />confidentiality agreement. <br /> <br />A meeting was held on Thursday September 6th to evaluate the options with the <br />following staff present: Kay Anderson, Keith Berndt, DeAnn Buckhouse, Mike <br />Montplaisir, Terry Schmaltz, and Timothy Solberg. <br /> <br />Option 1 (Title 13) allows Cass County to review and update the census master <br />address list and provide any missing addresses. The address count list can also <br />be reviewed and the count of addresses within census blocks challenged. After <br />Address Canvassing there is an opportunity to review feedback material and <br />appeal the results. This option is most beneficial to participants who have 100% <br />city style addressing, such as The City of Fargo. <br /> <br />Option 2 (Title 13) allows Cass County to review, but not update the Census <br />address list and submit a local address list. After Address Canvassing there is an <br />opportunity to review feedback materials and appeal results. <br /> <br />Option 3 allows Cass County the opportunity to review the address count list <br />and submit a local address list, but no update of census bureau addresses is <br />allowed. After Address Canvassing the results can be reviewed, but no appeals <br />are allowed. <br />
