However, the County Government has historically had the responsibility and authority regarding assignment of addresses in the ET areas. I feel this is planning related function closely related to the other planning functions performed by the Cities in the ET areas. We've had a number of discussions with the staff from Fargo and West Fargo regarding addressing issues. It was agreed at the staff level that the Cities would take over this function. Accordingly, a joint powers agreement has been drafted with West Fargo. We expect to bring a similar joint powers agreement with Fargo to the Commission in the near future. The enclosed Joint Powers Agreement with the City of West Fargo would mm the authority to assign and change 911 property addresses within West Fargo's Extraterritorial (ET) area from the Cass County to the City.
