<br />3 <br /> <br />Metro Flood Diversion Project – Utility Permit for Cass Rural Water Users District <br />to install a water supply pipeline on OIN 898N and 899N <br />David Dillmann discussed a proposed Utility Permit for Cass Rural Water Users District <br />to install a water supply pipeline on OINs 898N and 899N to supply the North Dakota <br />Soybean Processors’ facility. OINs 898N and 899N are owned by the Water Resource <br />District for the Metro Flood Diversion Project. The Board inquired who is responsible for <br />overseeing the installation of the utility. Mr. Dillmann indicated the Metro Flood Diversion <br />Authority and Jacobs oversee the review and installation of utilities regarding the Metro <br />Flood Diversion Project, with input from the Water Resource District Engineer. <br /> <br />It was moved by Manager Gust and seconded by Manager Steen to approve and <br />authorize the Chairman to sign the Utility Permit for Cass Rural Water Users District to <br />install a water supply pipeline on OINs 898N and 899N regarding the Metro Flood <br />Diversion Project. Upon roll call vote, the motion carried unanimously. <br /> <br />Metro Flood Diversion Project - Pipeline Easements on OINs 9751X and 9755Y and <br />a Utility Permit on OIN 9755N for Cass Rural Water Users District to relocate <br />existing water mains <br />Mr. Dillmann next discussed proposed Pipeline Easements on OINs 9751X and 9755Y, <br />and a proposed Utility Permit on OIN 9755N for Cass Rural Water Users District to <br />relocate existing water mains. The Cass Rural Water Users District water mains are <br />impacted by the Metro Flood Diversion Project and need to be relocated. Mr. Dillmann <br />noted the Utility Permit for OIN 9755N is in Drain #14C right of way. <br /> <br />It was moved by Manager Weston and seconded by Manager Gust to approve and <br />authorize the Chairman to sign the following for Cass Rural Water Users District for water <br />main relocations regarding the Metro Flood Diversion Project: <br />• Pipeline Easement on OIN 9751X <br />• Pipeline Easement on OIN 9755Y <br />• Utility Permit on OIN 9755N <br />Upon roll call vote, the motion carried unanimously. <br /> <br />Regional Conservation Partnership Program (RCPP) <br />Kurt Lysne discussed the RCPP – Upper Maple River Watershed Plan. Moore <br />Engineering, Inc. recently sent invitations for an on-site meeting with property owners and <br />the Natural Resource Conservation Service (NRCS) on August 2, 2023, at 1:00 p.m. to <br />discuss the preliminary design of the project. Mr. Lysne said Moore Engineering, Inc. <br />continues to work with the NRCS on the completion of the RCPP – Upper Maple River <br />Watershed Plan as well as answer questions from property owners regarding the Plan. <br /> <br />Maple River Dam – road repairs and debris removal <br />Brady Woodard reported on road repairs and debris removal in the Maple River Dam <br />backwater pool area. The Maple River bridge abutment on 52nd Street SE was repaired <br />and reinforced with rip rap to protect the abutment. Moore Engineering, Inc. worked in <br />conjunction with Highland Township to repair the roads that were submerged during the <br />spring melt at the Maple River Dam. The roads have been repaired and are open.
