4. Road-request from Fargo Jet Center to land plane

As a point of perspective, I note that the military, and Meritcare, have landed their helicopters in Island Park, and Elmwood Park, for the summer police picnics for a number of years. My recommendation is that the Commission deny the request and that the business should find more traditional methods for advertising itself that does not involve landing on our public roads. Having said that, it seems to me to be policy decision by the Commission, rather than a strictly legal decision. I will seek to insert appropriate language into the business' insurance coverage if so directed by the Commission.
