3 <br /> <br />Cass County Joint Water Resource District report <br />Manager Gust updated the Board on the construction progress of various components of <br />the Metro Flood Diversion Project. The Cass County Joint Water Resource District <br />continues to acquire Flowage Easements for the Metro Flood Diversion Project. <br /> <br />Red River Joint Water Resource District (RRJWRD) report <br />Sean Fredricks reported on items discussed at the December 8, 2022, RRJWRD Full <br />Board meeting. Mr. Fredricks also noted the Chairman of the RRJWRD appointed Keith <br />Weston, Southeast Cass Water Resource District, to serve the remaining year of Dan <br />Jacobson’s term on the RRJWRD Executive Committee, effective January 1, 2023. <br /> <br />Complaint for Water-Related Issues from Kim Bruesch against David Baumler for <br />drainage in the SE 1/4 NE 1/4 of Section 29 in Amenia Township (continued) <br />Discussion continued on the Complaint for Water-Related Issues from Kim Bruesch <br />against David Baumler for deepening the west ditch along 152nd Avenue SE in the SE <br />1/4 NE 1/4 of Section 29 in Amenia Township. Mr. Fredricks discussed the parameters <br />for requirement of a Surface Drain Permit from the NDDWR regarding deepening of <br />ditches. Chairman Hejl noted the Water Resource District does not have jurisdiction <br />regarding the township road raise matter between Amenia Township and Mr. Baumler. <br /> <br />It was moved by Manager Gust and seconded by Manager Sundberg to direct Moore <br />Engineering, Inc. to investigate the Complaint for Water-Related Issues from Kim Bruesch <br />against David Baumler for drainage in the SE 1/4 NE 1/4 of Section 29 in Amenia <br />Township and prepare a written report with the findings to bring to a future meeting. Upon <br />roll call vote, the motion carried unanimously. <br /> <br />Year-end issues <br />A motion was made by Manager Sundberg and seconded by Manager Gust to: <br />• Authorize the Secretary-Treasurer to make any minor year-end transfers to <br />balance the Rush River Water Resource District 2022 budget; <br />• Authorize the Secretary-Treasurer to make transfers to and from obligated funds, <br />if necessary; and <br />• Authorize the Secretary-Treasurer to amend the Rush River Water Resource <br />District 2022 budget. <br />Upon roll call vote, the motion carried unanimously. <br /> <br />Set regular meeting dates for 2023 <br />The Board discussed its regular meeting dates for the year 2023.
