<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br />NORTH CASS WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />NOVEMBER 22, 2022 <br /> <br /> <br />A virtual / conference call meeting of the North Cass Water Resource District was held <br />on November 22, 2022, at 8:00 a.m. <br /> <br />Present were Wes Ecker, Chairman; Robert Thompson, Manager; Ken Lougheed, <br />Manager; Carol Harbeke Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa <br />Hinkemeyer, Administrative Assistant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt <br />Lysne, Alexa Ducioame and Brady Woodard, Moore Engineering, Inc.; Mary Scherling <br />and Duane Breitling, Cass County Commissioners; and Tom Soucy, Cass County <br />Highway Department. <br /> <br />Agenda and Minutes <br />It was moved by Manager Lougheed, seconded by Manager Thompson and unanimously <br />carried to approve the order of the agenda, as amended, and the minutes of the October <br />25, 2022, meeting. <br /> <br />Drain #18 cleanout in Sections 15, 16 and 17 of Kinyon Township <br />Brady Woodard reported the contractor for the Drain #18 channel cleanout in Sections <br />15, 16 and 17 of Kinyon Township is currently working on the project and may finish as <br />soon as tomorrow. The contractor is spreading the spoil on the berms as best as they <br />can and will return in the spring to finish leveling the spoil. <br /> <br />Drain #18 extension in Sections 7 and 8 of Kinyon Township <br />Kurt Lysne updated the Board on the Drain #18 extension project in Sections 7 and 8 of <br />Kinyon Township. The contractor has completed the project and there are only a few <br />minor remaining items on the punch list. <br /> <br />It was moved by Manager Lougheed and seconded by Manager Thompson to approve <br />and authorize the Chairman to sign Contractor’s Application for Payment No. 1 for Gladen <br />Construction, Inc. in the amount of $215,966.54 regarding the Drain #18 extension project <br />in Sections 7 and 8 of Kinyon Township. Upon roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Lysne noted the culvert through the berm in the NE 1/4 of Section 17 in Kinyon <br />Township was not impacted by the project and will operate as it has in the past; however, <br />there will be better drainage through the culvert due to the downstream improvements to <br />Drain #18.
