He said Mr. Nash <br />informed the Cass County Reporter the Commission would be discussing this item today. <br />MOTION, passed <br />Mr. Kapitan moved and Mr. Grindberg seconded to appoint the Fargo Forum as <br />the official newspaper of Cass County until the next four-year election cycle in <br />2026. On roll call vote, the motion carried unanimously. <br />18. ADMINISTRATION, NACo Mental Health First Aid proposal approved <br />County Administrator, Robert Wilson was present via Microsoft Teams and said at the National <br />Association of Counties (NACo) Annual meeting in July there were discussions about a partnership <br />NACo formed with the National Council of Mental Wellbeing to deliver a Mental Health First Aid <br />curriculum to counites. He said Mental Health First Aid program is a skills-based training that <br />teaches people how to identify, understand, and respond to signs and symptoms of mental health <br />and substance challenges. He said the proposal today is for a two-part program, the first is the <br />Mental Health Fist Aid at Work which is a 4-to-6-hour course designed for up to 25 people. He said <br />this program would be offered to the County Department Heads. Mr. Wilson said the second part of <br />the program is the Mental Health Essentials which consists of two sixty-to-ninety-minute trainings for <br />all County staff. He said the total cost of the program for one year is $15,050 and is not part of the <br />2023 budget. <br />Mrs. Scherling asked if there are measurable impacts of the training. Mr. Wilson said in his <br />discussions at NACo and when talking to other organizations that have taken the training, after the <br />training counties saw an increase in usage of their employee assistance programs (EAP). Mr. <br />Peterson said $15,000 is not a large investment if staff find value in the program. <br />MOTION, passed <br />Mr. Kapitan moved and Mr. Breitling seconded to authorize the Chairman to <br />sign the agreement with the National Council for Mental Wellbeing for Mental <br />Health First Aid training in the amount of $15,050 and approve a budget <br />adjustment in the 2023 Administration Budget in the amount of $15,050 On roll <br />call vote, the motion carried unanimously. <br />19. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Scherling moved and Mr. Breitling seconded to approve Voucher No. <br />333687 through Voucher No. 333868 and Electronic Payments 12771 through <br />12786 for a total of $688,266.26. On roll call vote, the motion carried <br />unanimously. <br />20. MEETING UPDATES, Committee reports <br />Commissioners and staff reported on meetings they have attended or will be attending in the <br />upcoming weeks. <br />21.
