Commission Minutes--December 1, 2003 2676

County Engineer Keith Berndt said he recently drove on County Road 32 near Mr. Habiger's
property, and the concern about backing onto a highway is valid. Mr. Berndt said a better
solution would be to turn around on the property and drive forward onto the road. He did
not recommend changing the speed limit on this stretch of road. He said North Dakota
statutes address speed limit guidelines and when it is appropriate to change them.

Mr. Vanyo suggested a written response to David Habiger indicating the board considered
his request and what action, if any, was taken. It was agreeable that the chairman write a
letter to Mr. Habiger thanking him for attending the meeting, saying the board is sorry for his
losses, and indicating he should contact the Sheriff's Department to increase enforcement
efforts whenever speeding becomes an issue again.

14.
