FARGO CASS PUBLIC HEALTH, Updated agreement discussed <br />Mr. Wilson said Fargo Cass Public Health (FCPH) provides health services for Cass County and <br />cities within the County that do not have an approved health department. He said FCPH has <br />proposed adopting an updated agreement to accurately reflect services provided by FCPH. He said <br />the agreement changes would have no financial impact to the County in 2023 and may in 2024. <br />FCPH Director of Health, Desi Fleming was present and said the agreement was last updated in <br />2018 and historically has not provided a high level of detail. She said the largest change is to add <br />the Harm Risk Reduction Services. <br />Mr. Breitling said the agreement references contacting the County Human Services Director for <br />notifications and said this is incorrect. Ms. Fleming said Mr. Wilson has requested this change and <br />another change related to language regarding Jail services. Mr. Breitling asked if the County has <br />established a health zone. County State's Attorney was present and said he will investigate this and <br />report back. Mr. Breitling said state law requires all land in the County to be listed under a health <br />district and if this is the case, a joint powers agreement may be needed rather than the current <br />contract. Mr. Peterson said he, Mr. Wilson, and Ms. Fleming worked on this dynamic concept a few <br />years ago. He said the City of West Fargo approved rescinding funding of FCPH services as they <br />believe they pay through the County. Ms. Fleming said if the City of Fargo were to decide not to <br />provide health services anymore, the County would be required to provide services. She said since <br />the City of Fargo provides services, the County contracts with the FCPH to provide services to <br />required services. <br />Mrs. Scherling said it would be helpful to determine the fiscal impacts of the updated agreement. Ms. <br />Fleming said the intent of the update is to reflect current services. She said ultimately, the County <br />Commission approves the County's budget for FCPH. Ms. Fleming said it is at the discretion of the <br />County to work with the City of West Fargo. She said West Fargo is growing and environmental <br />services are increasing. <br />Mr. Peterson asked if all County staff impacted by the contract have looked over the agreement. Mr. <br />Wilson said the County Jail Administrator and County Information Technology Director have <br />reviewed the contract. He said the Jail had a few minor language changes. Ms. Fleming said the <br />County may want to consider a separate contract for Jail services in the future. <br />Mr. Steen asked if FCPH provides home health services throughout the County. Ms. Fleming said <br />yes, FCPH provides home health services such as nursing and light housekeeping. Mr. Steen asked <br />what the cost of the Harm Reduction Service for the Downtown Engagement Center will be for the <br />County. Ms. Fleming said as of now, there will not be a cost to the County. <br />8. JAIL, Body scanner maintenance agreement approved <br />County Jail Administrator, Captain Andy Frobig was present and said for the Board's consideration <br />today is an agreement for the service and maintenance of the Cass County Jail's body scanner. He <br />said the proposed rate is $13,000 per year and there is an option for a one-year or three-year <br />agreement. <br />Mr. Breitling asked what the current rate for the service and maintenance is. Mr. Frobig said the <br />current rate is $13,000 and is paid quarterly. <br />MOTION, passed <br />Mr. Breitling moved and Mr. Kapitan seconded to approve and authorize the <br />chairman to sign the agreement for service and maintenance of the Jail's body <br />scanner for a period of three years. On roll call vote, the motion carried <br />unanimously.
