Commission Minutes—July 27. 2022 5611 <br /> MOTION, passed <br /> Mr. Kapitan moved and Mrs. Scherling seconded to approve the 2023 <br /> preliminary budget for the Highway Department as presented. Discussion: Mr. <br /> Peterson asked if there is any way the Highway Department can complete more <br /> engineering studies internally versus contracting for them. Mr. Benson said a <br /> lot of designing is done internally, however, there are certain circumstances <br /> such as large box culverts and bridge design where a consultant is needed. He <br /> said many services are completed internally. Mr. Soucy said the Highway <br /> Department often bundles multiple projects into one contract which results in a <br /> cost savings. On roll call vote, the motion carried unanimously. <br /> Flood Funds <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Kapitan seconded to approve the 2023 <br /> preliminary budget for Flood Fund 214 and Flood Fund 217 as presented. On <br /> roll call vote, the motion carried unanimously. <br /> 8. PLANNING DEPARTMENT <br /> Grace Puppe, County Planner was present to review the 2023 budget. The request is for $130,090, <br /> down from $135,453 in 2022. Ms. Puppe said the requested amount is lower for 2023 due to the <br /> Subdivision Ordinance update being completed in 2022. <br /> Mr. Peterson asked if any townships have reached out to the Planning Department wanting the <br /> County to take over their planning and zoning. Ms. Puppe said a few small townships have reached <br /> out with questions; however, no formal agreements have been made. Mr. Benson said many <br /> townships do not realize, Ms. Puppe would do the planning and zoning management and each <br /> township board would have final consideration. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Kapitan seconded to approve the 2023 preliminary <br /> budget for the Planning Department as presented. On roll call vote, the motion <br /> carried unanimously. <br /> 9. VECTOR CONTROL <br /> Ben Prather, County Vector Control Director was present to review the 2023 budget. Mr. Prather <br /> said the 2023 request includes a 0.85 mill levy. He said the largest request in the budget is $115,000 <br /> to repair and upgrade the pesticide storage building. He said the building has damage from wind and <br /> natural settlement. He said there are missing panels, cracking mortar joints, and inadequate lighting. <br /> Mr. Prather said another major expenditure is the purchase of two vehicles and two utility terrain <br /> vehicles. <br /> Mr. Breitling asked why there is a decrease in the workers compensation amount for Vector Control. <br /> Ms. Heinle said the budget figure does not include the amount of workers compensation for Vector <br /> Control's temporary employees. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Peterson seconded to approve the 2023 <br /> preliminary budget for Vector Control as presented. On roll call vote, the motion <br /> carried unanimously. <br /> 10. BREAK <br /> The Commission took a break at 9:59 AM and reconvened at 10:09 AM. <br /> 11. GREATER FARGO MOORHEAD ECONOMIC DEVELOPMENT CORPORATION (GFMEDC) <br /> Judd Grahm, GFMEDC Chair, and Joe Raso, President and CEO of GFMEDC were present to <br /> review the 2023 GFMEDC budget.
