Commission Minutes—July 27, 2022 5609 <br /> 3. HOMEWARD ANIMAL SHELTER <br /> Tasha Haug, Director of Homeward Animal Shelter was present to review the 2023 budget request. <br /> The request is for $5,500. Ms. Haug said in the past year, the length of time animals are in shelter <br /> care has increased and takes longer to get animals adopted. She said this is a nationwide trend. <br /> She said she appreciates the County's support, especially the partnership with the Cass County <br /> Sheriff's Department in assisting with rescuing animals. <br /> MOTION, passed <br /> Mr. Steen moved and Mr. Breitling seconded to approve the 2023 preliminary <br /> budget for Homeward Animal Shelter. On roll call vote, the motion carried <br /> unanimously. <br /> 4. VALLEY SENIOR SERVICES AND COUNCIL ON AGING <br /> Brian Arett, Executive Director of Valley Senior Services was present to review the 2023 budget <br /> request. The request is for $2 million, up from $1.8 million in 2022. Mr. Arett discussed some offered <br /> services such as meals on wheels, meals at senior centers, transportation, and resource specialists <br /> that provide resources to the elderly. He said everything they do is designed to help older people live <br /> on their own as late in life as possible. <br /> Keith Zeutschel, Treasurer of Cass County Council on Aging was present to discuss the 2023 <br /> budget request for Cass County Council on Aging. The request is for $137,179 which is up from <br /> $95,941 in 2022. He said the Cass County Council on Aging provides meals and many other elderly <br /> services for seniors. He said the Cass County Council on Aging represents 13 local groups of elders <br /> and provides funding to all 13 groups for services and activities. <br /> The senior services budget is based on one mill per state law, the County levy's one mill and is <br /> matched by the state up to 87.5%. Mr. Arett said he has been working with state legislatures for <br /> many years to get the match percentage to 100. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Kapitan seconded to approve the 2023 preliminary <br /> budget for Valley Senior Services and Cass County Council on Aging as <br /> presented. On roll call vote, the motion carried unanimously. <br /> 5. OTHER FUNDS <br /> Ms. Heinle said the Board needs to approve various other funds including fund the COVID fund 216, <br /> Emergency Fund 229, Pass Through Grants 242, Public Safety Communication System 247, and <br /> FM Diversion 248. <br /> Mr. Peterson said these funds sit until they are needed for applicable events. <br /> Mr. Steen said in the Emergency Fund. there is an expenditure of$2 million. He asked where this $2 <br /> million shows up in the budget. Ms. Heinle said the $2 million is in its own fund and does not show <br /> up or affect the General Fund. Mr. Peterson said this $2 million will sit in a fund until it is needed in <br /> the event of a flood. Ms. Heinle said the funds are listed as an expenditure so the Finance Office <br /> does not need to go to the Board for a budget adjustment in the event of a flood. Mr. Steen said the <br /> $2 million should stay in the fund until it is needed. <br /> MOTION, passed <br /> Mr. Steen moved and Mrs. Scherling seconded to remove the $2 million <br /> expenditure from the Emergency Fund. On roll call vote, the motion carried <br /> unanimously. <br /> MOTION, passed <br /> Mr. Kapitan moved and Mrs. Scherling seconded to approve the 2023 <br /> preliminary budget for the COVID fund, Emergency Fund as amended, Pass <br /> Through Grants Fund, Public Safety Communication System, and FM Diversion. <br /> On roll call vote, the motion carried unanimously. <br />
