Ms. Madrigga said the transfer is included in the budget, however. would not <br /> impact the discussed building projects funding as it was not included in the cost analysis provided to <br /> the Commission at the last Building Committee and regular Commission meeting. <br /> Mr. Steen said if the Board approved not transferring the $1.7 million in State Aid from the General <br /> Fund and approved a 5% COLA, the General Fund would have a deficit of $1.5 million. After <br /> discussion, the Board concluded that the Finance Office should not complete the $1.7 million State <br /> Aid transfer from the General Fund to the Building Fund in 2023. <br /> Mr. Peterson said the County cannot afford to continue the 5% COLA trend each year without <br /> raising mill levies. Mrs. Scherling said the Board needs to determine a better process to determine <br /> the COLA. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Steen seconded to direct the Finance Office to <br /> prepare the 2023 preliminary budget with a 5% COLA option and a 4% COLA <br /> option for the Board to consider on August 1, 2022. On roll call vote, the motion <br /> carried unanimously. <br /> 27.
