<br /> <br />Initial Funding Concepts- <br />Summary <br /> <br />Nothing valuable can be created without investment, and the citizens of Greater Fargo <br />Moorhead realize that. In today's economic environment, tremendous potential exists for <br />forward-thinking communities that make smart, targeted investments in growth sectors of <br />the economy. The Growth Plan recommends a focused approach at building intellectual <br />and research capacity in the areas where it makes sense for our community - and where <br />we will get the greatest return on our investment. <br /> <br />The following pages present a breakdown of initial concepts to fund the Growth Plan that <br />will position Greater Fargo Moorhead to compete and win in the global economy. The <br />mechanisms discussed include: <br /> <br />. 1/2 penny Cass County sales tax <br />. GFMEDC Smart Growth Initiative private sector campaign <br />. Federal and state funding, and <br />. Corporate investment. <br /> <br />Looking Ahead <br /> <br />The GFMEDC recognizes the importance of a regional, community-wide economic devel- <br />opment effort for Greater Fargo Moorhead. Though this document addresses initial fund- <br />ing concepts for implementation in Cass County, North Dakota, planners from both sides <br />of the Red River recognizes the essential role of Clay County, Minnesota in the plan. <br />Therefore, the GFMEDC intends to pursue a Growth Plan sales tax in Clay County within <br />the next two years. Minnesota law requires sales tax-enabling legislation to pass through <br />the State Legislature before it can be put to the citizens for a vote, so strategic planning <br />leaders will work to secure this support over the next two years. <br /> <br />17 <br />
