FafATo Moorhead

g ~nomiC Development Corporation

July 16, 2007

Bonnie Johnson
211 Ninth Street South
Fargo, ND 58103

Dear Bonnie:

Enclosed you will find an information packet regarding the Greater Fargo Moorhead
Economic Development Corporation's (GFMEDC) Growth Plan and the forthcoming
discussion of a potential request for a special election to fund the Greater Fargo
Moorhead Growth Plan through a Y2-penny sales tax in Cass County.

This information packet will be distributed to, and discussed by, the GFMEDC board of
directors at our July 18, 2007 board meeting being held at 7:30 a.m. at the Ramada Plaza
Suites in Fargo. The board will be voting to: 1) endorse the Growth Plan, and 2) support
the plan to approach the Cass County Commission to call a special election to secure
funding through a Y2-penny sales tax. I anticipate an enthusiastic approval from the
board.

If approved by the GFMEDC board of directors, staff and/or board members will file a
request for the opportunity to present at the Cass County Commission meeting August 6,
2007. If the request is granted, the GFMEDC's presentation will cover the following
items, all of which are included in this packet:
. The Strategic Planning Initiative document, which includes a copy of the Growth
Plan under the tab titled "Growth Plan";
. A power point presentation that focuses on the need for the Growth Plan and a
public sales tax mechanism to fund it; and
. A page of frequently asked questions about the Growth Plan and the Y2-penny
sales tax funding mechanism that we anticipate the Commission and the public
will want to know.

Greater Fargo Moorhead needs a vision for growth that is based on creating quality
opportunities for its citizens and better positioning area businesses to compete and win in
the evolving global economy. I look forward to our forthcoming discussions with the
Commission, and for the opportunity to bring this imperative issue to the citizens of Cass
County.
