APPENDIX A TO TAX STATEMENT MODIFICATION AGREEMENT Background: The 2007 North Dakota Legislature passed House bill 1332 which requires counties to include a 3-year history on the annual property tax bill to property owners and will take effect as of August 1 st, 2007. Ward County and Cass County use an AS/400 software package from New World Systems for the administration of property taxes. In 1990 Cass County purchased the right to the program source code for the purpose of making internal modifications as desired. Cass County has made numerous changes to the original program to meet the needs of the county. To meet the requirements ofHB1332, the Cass County Information Technology Department programming staff, having access to the program code, made the required changes to the program to print tax statements as required. Ward County remains on contract maintenance with New World Systems for software support; however New World Systems declined to provide programming assistance to Ward County for the purposes of program modification. The difficulty exists that Ward County does not have access to programming source code and therefore cannot modify the original programming. Ward County has requested programming support from Cass County for the purposes of creating a program that will print tax statements that meet the requirements ofHB1332. Proiect Obiectives and Requirements The project objective shall consist of creating necessary programming on Ward County's tax system to meet the requirement as outlined on North Dakota House bill 1332 to print statements that include up to 3 years of tax history on tax statements. Agency Requirements Ward County shall provide necessary user accounts to allow Cass County staff to create programs necessary to meet the project objectives. Pro] ect Summary The project summary shall consist of copying the necessary program code already developed for Cass County's tax system to Ward County's AS/400. Once completed, modifications to the program code will be necessary to meet the requirements of the tax bill.
