<br />Commission Minutes-August 6, 2007 3235 <br /> <br />Sheriff Laney said he will follow the board's wishes; however, he disagrees with elimination <br />of security at the Annex as juvenile court and child protective hearings are held in this <br />building. <br /> <br />Mr. Pawluk and Mr. Bennett asked about banning cell phones. Sheriff Laney said this <br />pertains to the public, not employees. Many cell phones have cameras and may also be <br />disguised as weapons. The sheriff said this change will make the county compatible with <br />the Federal and Clay County Courthouses, who also ban cell phones. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to adopt the updated <br />security policies and procedures effective September 1, 2007, with the <br />exception of the cell phone ban; and to review equipment and personnel <br />requests during the budget process. Discussion: There was discussion <br />about cell phones being banned from county buildings. Mr. Pawluk said <br />public phones will need to be installed and he feels the ban is another <br />barrier for the public to endure. Sheriff Laney prefers the board approve <br />the security changes with the exception of the cell phone issue, which <br />may be addressed at a later date. Mrs. Johnson said the security <br />cameras to be installed are part of the buildings and grounds inventory <br />and the lockers will cost about $1,800. On roll call vote, the motion <br />carried unanimously. <br /> <br />9. JAIL, Clav County inmate contract approved <br />Glenn Ellingsberg, Chief Deputy and Jail Administrator, has met with the Clay County Jail <br />Administrator and Cass County State's Attorney to review the contract for housing of Clay <br />County inmates. Mr. Burdick provided some modifications including grammatical <br />corrections and elimination of Section 25, Non-Discrimination, as this issue is already <br />addressed in Section 9 of the contract. <br /> <br />Mr. Pawluk asked whether the cost of $60 per day covers county expenses. Mr. Ellingsberg <br />said this is the current rate used for all other governmental entities housing inmates at the <br />jail and said the commission may consider a change during the budget process. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to authorize the chairman <br />to sign a contract with Clay County for housing of Clay County inmates <br />within the Cass County Jail and to eliminate Section 25, Non- <br />Discrimination Clause, as recommended by the state's attorney. On roll <br />call vote, the motion carried unanimously. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve Voucher No. <br />219,301 through Voucher No. 219,712. On roll call vote, the motion <br />carried unanimously. <br /> <br />11.
