Commission Minutes-August 6, 2007 3235 Sheriff Laney said he will follow the board's wishes; however, he disagrees with elimination of security at the Annex as juvenile court and child protective hearings are held in this building. Mr. Pawluk and Mr. Bennett asked about banning cell phones. Sheriff Laney said this pertains to the public, not employees. Many cell phones have cameras and may also be disguised as weapons. The sheriff said this change will make the county compatible with the Federal and Clay County Courthouses, who also ban cell phones. MOTION, passed Mrs. Sorum moved and Mr. Vanyo seconded to adopt the updated security policies and procedures effective September 1, 2007, with the exception of the cell phone ban; and to review equipment and personnel requests during the budget process. Discussion: There was discussion about cell phones being banned from county buildings. Mr. Pawluk said public phones will need to be installed and he feels the ban is another barrier for the public to endure. Sheriff Laney prefers the board approve the security changes with the exception of the cell phone issue, which may be addressed at a later date. Mrs. Johnson said the security cameras to be installed are part of the buildings and grounds inventory and the lockers will cost about $1,800. On roll call vote, the motion carried unanimously. 9. JAIL, Clav County inmate contract approved Glenn Ellingsberg, Chief Deputy and Jail Administrator, has met with the Clay County Jail Administrator and Cass County State's Attorney to review the contract for housing of Clay County inmates. Mr. Burdick provided some modifications including grammatical corrections and elimination of Section 25, Non-Discrimination, as this issue is already addressed in Section 9 of the contract. Mr. Pawluk asked whether the cost of $60 per day covers county expenses. Mr. Ellingsberg said this is the current rate used for all other governmental entities housing inmates at the jail and said the commission may consider a change during the budget process. MOTION, passed Mr. Pawluk moved and Mr. Bennett seconded to authorize the chairman to sign a contract with Clay County for housing of Clay County inmates within the Cass County Jail and to eliminate Section 25, Non- Discrimination Clause, as recommended by the state's attorney. On roll call vote, the motion carried unanimously. 10. VOUCHERS, Approved MOTION, passed Mr. Vanyo moved and Mrs. Sorum seconded to approve Voucher No. 219,301 through Voucher No. 219,712. On roll call vote, the motion carried unanimously. 11. MEETING UPDATES; YOUTH COMMISSION PICNIC; VETERANS SERVICE OFFICE SPACE, Committee reports Commissioners and staff reported on meetings they have attended in the past two weeks, as well as upcoming meetings.
