June 16, 2022 <br />76 <br /> <br />b. Alternative pavers and semi-permeable surfaces are not recommended for high <br />traffic volume areas and are not suitable for handicapped parking. <br />c. Pervious areas shall generally include overflow parking areas. <br />d. Snow disposal or storage areas shall generally be located in a pervious area, but the <br />applicant shall demonstrate a design considering the issues relating to debris and <br />salt and sand sediments in relation to containment, drainage and access. <br />5. For phased developments, the Planning Commission may provide that up to fifty (50) <br />percent of the parking spaces required by this section will not be immediately constructed <br />and may be kept in reserve. Such reserve parking areas shall be kept planted and <br />maintained rather than surface parking until such time the additional parking space is <br />necessary to serve the completed phases of the associated development. No above ground <br />improvements shall be placed or constructed upon such reserve parking area. The area <br />designated on the phased development site plan and the terms and conditions of phasing <br />the parking area completion as determined by the Planning Commission, must be clearly set <br />forth in notations on the approved plan. <br />(z) General Parking Standards. Off-street vehicular parking facilities shall be provided in <br />accordance with the following standards. <br />1. Handicapped parking shall be provided for all non- residential developments and multi- <br />family structures of more than two units. These spaces shall be located closest to the <br />nearest accessible entrance. The number of spaces shall be provided according to Table 10. <br /> 2. Off-street parking shall be provided and maintained in connection with the use, substantial <br />change in use, construction, conversion or increase in intensity of use of buildings or <br />structures using the standards outlined in Table 11. Vehicular Parking Facilities on the next <br />page. <br />3. Each single family residential unit shall be provided with at least two parking spaces. For <br />uses not listed in this section, the required spaces shall be comparable to the closest other <br />similar land use as determined by the Planning Commission. <br /> <br />
