Commission Minutes—June 6, 2022 5572 <br />The following appellants from the City of Fargo were present in person reserving their right to appeal <br />before the Board: <br />Gary Anderson <br />An appeal was submitted by Gary Anderson for a property located at 918 11th Avenue North in <br />Fargo. The 2022 value was set at $175,500. Mr. Anderson said the property is owned by his mother <br />and power of attorney. He would like to appeal the value of the property due to the condition of the <br />home and the increased value over the past few years. He said in 2018 the value went up $6,200, in <br />2020 went up $28,400, and in 2022 went up $16,000. He said no homes have sold in the area and <br />the property is located in an old area of Fargo. Mr. Peterson said he can see online that homes are <br />for sale and have been sold recently in the area. Mr. Fracassi said his office along with the City of <br />Fargo Assessment office will conduct an onsite review of the property following the meeting today <br />and provide Mr. Anderson with comparable sales. <br />The following appellants from the City of West Fargo provided written documentation reserving their <br />right to appeal before the Board: <br />PetSmart <br />An appeal was submitted by Pivotal Tax Solutions on behalf of Hull Family Partnership, LLC for a <br />property located at 1630 East 13th Street South in West Fargo. The 2022 value was set at <br />3,037,600. The applicants requested value is $2,620,172. <br />Chaz Stadage from Pivotal Tax Solitons said Pivotal used the depreciated cost approach using <br />Marshall and Swift to generate the proposed value. <br />Tevye, LLC <br />An appeal was submitted by Vogel Law Firm on behalf of Tevye, LLC for a property located at 4980 <br />Sheyenne Street in West Fargo. The 2022 value was set at $6,209,100. Mr. Fracassi said the City of <br />West Fargo has recommended the value be adjusted to $6,196,600. The applicants requested value <br />is $3,470,000. Attorney Tami Norgard from Vogel Law Firm provided a written explanation of the <br />appeal, and an appraisal report before the meeting laying out the appellants concerns with the <br />assessment. <br />Mr. Fracassi said there are two dwellings located on this parcel of land and the dispute is on a <br />difference of value on the main home. Mrs. Scherling said the City and appellant are using two <br />different approaches and asked if the City of West Fargo often uses the replacement cost approach. <br />West Fargo City Assessor, Nick Lee was present and said there was a significant disparity between <br />replacement cost calculations and it would be helpful for the Assessor's Office to see the actual <br />building costs to further analyze the assessment value. <br />Schatz <br />An appeal was submitted by Vogel Law Firm on behalf of Deanne Schatz for a property located at <br />4812 Sheyenne Street in West Fargo. The 2022 value was set at $2,673,200. The applicants <br />requested value is $2.100,000. Attorney Tami Norgard from Vogel Law Firm provided a written <br />explanation of the appeal, and an appraisal report before the meeting laying out the appellants <br />concerns with the assessment. <br />Invertase, LLC <br />An appeal was submitted by Vogel Law Firm on behalf of Invertase, LLC for four properties located <br />at 5146 Sheyenne Street, 320 52nd Avenue West, 5102 Sheyenne Street and Parcel 02-3000- <br />01283-010 in Fargo. The 2022 value was set at $3,025,000. Mr. Fracassi said this parcel includes <br />four pieces of land near the Tevye, LLC property and were recently sold. The appeal information <br />was supplied after the Commission agenda information was released and before the meeting today. <br />Attorney Tami Norgard from Vogel Law Firm provided a written explanation of the appeal.
