Commission Minutes—May 2, 2022 5559 <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 2, 2022 <br />1. MEETING CALLED TO ORDER <br />Chairman Rick Steen called the meeting to order at 3:30 PM with all members present as follows: <br />Rick Steen, Duane Breitling, Jim Kapitan, Mary Scherling, and Chad M. Peterson. <br />2. PLEDGE OF ALLEGIANCE <br />Taylor Kaushagen led the Pledge of Allegiance. <br />3. MINUTES APPROVED <br />MOTION, passed <br />Mr. Peterson moved and Mr. Breitling seconded that the minutes of the previous <br />meeting be approved as written. Motion carried. <br />4. AGENDA, Order approved <br />MOTION, passed <br />Mr. Peterson moved and Mr. Kapitan seconded to approve the order of the <br />agenda and note that item 3. Flood update is listed as information and action <br />may be considered by the Board. Motion carried. <br />5. CONSENT AGENDA APPROVED <br />MOTION, passed <br />Mr. Kapitan moved and Mr. Breitling seconded to approve the consent agenda <br />as follows: On roll call vote, the motion carried unanimously. <br />a. Authorize the Sheriff's Office to purchase 18 riot suits, 3 shields, and protection equipment in <br />the amount of$25,072.36. <br />b. Grant site authorization permits to conduct games of chance under license issued by the <br />North Dakota Attorney General's Office for the period of July 1, 2022, through June 30, 2023, <br />for the West Fargo Rural Fire Department, Inc. at the Bingo Area; the Horticulture Building; <br />and the Grandstand Beer Garden, Red River Valley Fairgrounds in West Fargo; and at <br />Bonanzaville U.S.A in West Fargo, North Dakota. <br />c. Approve a special event permit for Red River Valley Fair Association to serve alcoholic <br />beverages on May 13, 2022, during the hours of 5:00 PM to 10:00 PM for a wedding <br />reception at Bonanzaville, U.S.A. in West Fargo, North Dakota. <br />d. Authorize the purchase of new ceiling tiles on the third floor of the Courthouse from Walz <br />Enterprises in the amount of $9,554.44; and authorize the purchase of LED lighting for the <br />third floor of the Courthouse from Bergstrom Electric in the amount of$11,475.00. <br />e. Approve purchase and budget adjustment for a pay practice study with Gallagher in the <br />amount of$9,000. <br />a. Contract approval- <br />Mosquito control agreements with the City of Fargo and the City of West Fargo for 2022 <br />Cass County Weed Control—spraying services for various County-owned properties. <br />6. PUBLIC COMMENT <br />Mr. Steen asked for public comment and hearing none, moved on to the regular agenda items. <br />7. METROPOLITAN COUNCIL OF GOVERNMENTS, Letter of support approved <br />Fargo-Moorhead Metropolitan Council of Governments (MetroCOG) Executive Director, Cindy Gray <br />was present to discuss upcoming changes for MetroCOG. Ms. Gray said the 2020 census revealed <br />the Fargo-Moorhead Metropolitan area's population threshold had exceeded 200,000 people which <br />changes the classification of the area from a Metropolitan Planning Organization to a Transportation <br />Management Area (TMA). She said as a TMA, MetroCOG will receive three types of direct sub- <br />allocation funds: Surface Transportation Block Grant (STBG), Transportation Alternative Program
