Over the past 18 months, NDDHS <br />has looked at securing additional funds to reimburse the county for those duties. <br />Those funds were not included in the Department's budget and were not <br />allocated by the legislature. Enclosed is a packet of material regarding the events <br />of the last 18 months including a May 18, 2007 letter from Paul Ronningen <br />informing the counties that there are not additional funds available for the <br />provision of this non-mandated services. <br /> <br />In addition to the concerns about roles and responsibilities, the Federal Children <br />and Family Service Review process has significantly increased the standards of <br />practice for foster care case management and with those additional duties, the <br />agency is unable to meet all ofthe expectations. It is the management team's <br />recommendation that Cass County give the ND Department of Human Service <br />formal notice that we are unable to continue to provide this courtesy service <br />after October 1, 2007. <br /> <br />Attached is a proposed letter to Carol Olson, Executive Director, ND <br />Department of Human Services for the Board's consideration. <br /> <br />Proposed motion: <br /> <br />Move to approve that Cass County Social Services formally notify the ND <br />Department of Human Services that effective October 1, 2007 we will no longer <br />provide courtesy foster care case management services for children in the legal <br />custody of North Dakota Department of Human Services. <br />
