M E M O <br /> TO: County Commissioners <br /> FROM: Robert W. Wilson <br />DATE: April 28, 2022 SUBJECT: RRRDC Project Update <br /> <br /> There will be a briefing at the May 2nd Board meeting about recent activities <br />related to the Red River Regional Dispatch Center (RRRDC). I am working closely with Commissioners Steen and Scherling as well as my fellow administrators in Fargo, West Fargo, Moorhead, and Clay County, and Red River Regional Dispatch Director Mary Phillippi to advance this project. Below is a summary of recent activities related to the RRRDC project. <br />• JPA Draft: Mr. Erik Johnson, on behalf of the City of Fargo, provided an updated Joint Powers Agreement (JPA) draft two weeks ago <br />based on previous discussions involving all five member entities. All entities are now reviewing and providing comments back to Mr. Johnson. <br />• Architectural Work: SEH continues to work with Director Phillippi on potential facility layout and design options. There was also a meeting <br />last week involving Brian Bergstrom with SEH, myself, Commissioners Steen and Scherling and Director Phillippi about balancing facility needs while also being cost-conscious with square footage and building features. <br /> <br />• Facility Ownership: Cass County would prefer to pay the ND <br />portion of construction costs. This has been shared informally with all member entities, without objection. With that as a potential or likely outcome, there was a suggestion last week that perhaps Cass should pay <br />to construct the facility, own the facility, and work with Clay and Moorhead to determine appropriate participation costs (owed by Clay and Moorhead) related to construction expenses. <br /> <br />• Potential Partnership w/ Sanford: A meeting is scheduled with <br />Sanford to discuss terms of a potential partnership. <br /> <br /> <br /> <br />County <br />Administrator <br /> <br />Robert W.
