CASSCOUNlY
GOVERNMENT
-'-

Office of the Sheriff

Paul D. Laney, Sheriff

June 22, 2007

Robyn Sorum, Portfolio Commissioner
Cass County Commission
Cass County Courthouse
Fargo, ND 58103

RECEIVED
JUN 25 20011

CASS COUNTY COMMISSION

Action Requested: Consent Agenda

Commissioner Sorum:

The City of Fargo is making application for a $3 million COPS Technology Grant to upgrade our RRRDC
Computer Aided Dispatch/Record Management System CAD/RMS over the next two to three years.
Although this will update and significantly enhance our CAD/RMS to include a new jail software module;
it does not address a more critical issue. Our current Mobile Data Computer (MDC) system was
implemented in 1996 and is not currently meeting the ever expanding needs of our communities. This
MDC system is shared by the Fargo Police Department, Moorhead Police Department, West Fargo Police
Department, Clay County Sheriffs Office and our Office. It is important that we pursue means to upgrade
this system and so our office is applying for a Byrne Discretionary Grant in the amount of $500,000. Any
match that might be required would be shared by all the participating agencies in the RRRDC. The
Moorhead Police Department is also applying for a similar grant to increase our odds of receiving some of
these federal grant funds and hopefully both our applications will be funded.

I would ask that the Grant Authorization be placed on your regular consent agenda for July 2,2007.

Sample Motions:

Move to approve the electronic applicationfor the 2007 Edward Byrne Memorial Justice Discretionary Grant} on
behalf of Cass County. Authorize Glenn El/ingsberg, Sheriff's Office to act as our Authorized Organization
Representative (AOR) and to file any electronic filings which may be required for the grant application and during the
grant period on our behalf.

Respectfull : < S

~
Major Glenn D.
