GOVERNMENT County Coordinator Bonnie Johnson M TO: County Commissioners FROM: Bonnie Johnson DATE: November 14, 2003 SUBJECT: Emergency Manager As part of the joint powers agreement with the City of Fargo, an eight- member emergency management oversight committee is to be established for the purpose of hiring personnel, prioritizing funding requests and serving as liaison to necessary county or city departments. The city intends to appoint their police chief, fire chief, city administrator and a representative of the public health department. I would recommend the county commission appoint the sheriff, county engineer, county auditor and county coordinator. The first role of the oversight committee would be to select a replacement employee for the position formerly held by Greg McDonald. Since the department will now be arranged to jointly share obligations with the city, and will be housed in the new public safety facility on or after September 2004, it is perhaps, an ideal time to create a stand-alone operation under the direction of the county commission. With this scenario, the board and the emergency manager will have a stronger direct relationship for responding to, or avoiding, disasters. This arrangement will also strengthen the communication outlet for county offices. Obviously, in a natural disaster, the incident commander called upon by the emergency manager would be the county engineer, while the sheriff would be the incident commander during a law enforcement/hostage/bombing situation. The emergency manager would provide coordination under each of these scenarios. I would, therefore, request the commission approve, by motion, the appointment of the oversight committee members from the county and the office reorganization within the structure of county government. SUGGESTED MOTION: Move to approve the joint powers agreement, to appoint emergency management oversight committee members as follows: Donald Rudnick or designee, Keith Berndt or designee, Bonnie Johnson and Michael Montplaisir; and further, to transfer the emergency manager position from the sheriff's department to the county commission.
