GOVERNMENT <br /> <br />County <br />Coordinator <br /> <br />Bonnie Johnson <br /> <br /> M <br /> <br />TO: County Commissioners <br />FROM: Bonnie Johnson <br />DATE: November 14, 2003 <br />SUBJECT: Emergency Manager <br /> <br /> As part of the joint powers agreement with the City of Fargo, an eight- <br />member emergency management oversight committee is to be established for <br />the purpose of hiring personnel, prioritizing funding requests and serving as <br />liaison to necessary county or city departments. The city intends to appoint their <br />police chief, fire chief, city administrator and a representative of the public health <br />department. I would recommend the county commission appoint the sheriff, <br />county engineer, county auditor and county coordinator. <br /> <br /> The first role of the oversight committee would be to select a replacement <br />employee for the position formerly held by Greg McDonald. Since the <br />department will now be arranged to jointly share obligations with the city, and <br />will be housed in the new public safety facility on or after September 2004, it is <br />perhaps, an ideal time to create a stand-alone operation under the direction of <br />the county commission. With this scenario, the board and the emergency <br />manager will have a stronger direct relationship for responding to, or avoiding, <br />disasters. This arrangement will also strengthen the communication outlet for <br />county offices. <br /> <br /> Obviously, in a natural disaster, the incident commander called upon by <br />the emergency manager would be the county engineer, while the sheriff would <br />be the incident commander during a law enforcement/hostage/bombing <br />situation.
