CASS COUNTY PLANNING COMMISSION <br />MARCH 24, 2022 <br /> <br />A. CALL TO ORDER <br />A meeting of the Cass County Planning Commission was called to order on March 24, 2022, at 7:00am <br />in the Vector Conference room at the Highway Department. <br /> <br />B. ROLL CALL <br />Planning Commissioners attending in person were Rocky Bertsch, David Gust, Ken Lougheed, Dr. Tim <br />Mahoney, Keith Monson, Brad Olson, Kris Schipper and Keith Gohdes. Commissioner Mary Scherling <br />attended virtually via Teams. <br /> <br />Also attending in person were Grace Puppe, Cass County Planner; Jason Benson, Cass County Engineer; <br />Tom Soucy, Deputy Cass County Engineer and Tracy Peters, Cass County Senior Attorney. <br /> <br />C. DETERMINATION OF A QUORUM <br />It was determined that there was a quorum based on the roll call. <br /> <br />D. MINUTES, APPROVED <br />MOTION, passed <br />Mr. Gust moved and Mr. Olson seconded to approve the minutes of the January 27, <br />2022 meeting as presented. <br />Motion carried. <br /> <br />E. PUBLIC HEARING <br />There were no public hearing topics or comments. <br />F. NEW BUSINESS <br />Information/Update – Subdivision Ordinance <br />• Variances <br />Ms. Puppe gave a summary of changes. It was discussed if the final approval of a variance should <br />stay with the Planning Commission giving a recommendation for approval to the Cass County <br />Commission by adding it to the consent agenda; or is it preferred to add to the regular agenda <br />and discussed more closely with the Cass County Commissioners. Mr. Benson said that if there is <br />someone who would object to the variance, any Commissioner can remove it from the consent <br />agenda and move to the regular agenda for further discussion. Dr. Mahoney did not like the idea <br />of having two separate hearings if there are no objections. Commissioner Scherling asked if the <br />Cass County Attorney, Birch Burdick has any objections, Ms. Peters said he had none, and it more <br />to the point of making sure people can be heard. <br /> <br />Mr. Bertsch asked if other people can reject an approved variant request. Ms. Puppe said they <br />can by filling out paperwork for an appeal and then it will be revisited with the Planning <br />Commissioners. <br /> <br />Another change was to move the notification of property owners from 1000’ to a 1-mile radius. <br />
