<br />2007 Cass County Board of Equalization <br /> <br />Kathleen Onsum Report <br /> <br />I visited the Kathleen Onsum residence located at 1117 1 Oth Ave South Fargo on June 6th, <br />2007 and visited with Ms. Onsum concemtng her assessment. As you may recall, the <br />taxpayer is on a fixed income and the taxes and assessment keep increasing, causing her <br />budget problems. <br /> <br />For 2006, the assessment was $98,000. After applying the 100% homestead credit of <br />$67,500, the net assessment was $30,500. For 2007, the assessment was indexed +5% to <br />$102,900. Ater applying the 100% homestead credit of $75,000 (increased by state <br />legislature), the net assessment was $27,900. The valuation on which the property will <br />be taxed decreased by 8.5%. In addition, it would appear that the property will be <br />eligible for a 10% credit (SB2032) of the 2006 taxes, to be applied to the 2007 property <br />tax liability. The credit would be about $62 and it would appear that you must apply for <br />the credit through the state tax department. <br /> <br />Ms. Onsum indicates that she may partially renovate the property through a grant <br />program with the City of Fargo. She inquired whether she would be eligible for a <br />renovation exemption for older structures. I referred her to the city assessment office for <br />confirmation. <br /> <br />I also reviewed information provided by the assessor's office concerning the assessment <br />(attached). It would appear that the property is properly assessed. <br /> <br />Based on this information, it is my recommendation to take no action on the appeal. <br />
