CONTRACT APPROVAL, Ottmar Law Firm: Steven Mottinaer: Doualas Nesheim: Centre, Inc.: City of West Farao: Farao Cass County Economic Development Corporation MOTION, passed Mr. Meyer moved and Mr. Vanyo seconded to approve the following contracts submitted by respective department head, subject to state's attorney approval, and authorize the chairman to sign: On roll call vote, the motion carried unanimously. Ottmar and Ottmar Law Firm--mental health public defender contract; Steven Mottinger and Douglas Nesheim--provision of legal services for eligible indigent persons; Centre, Inc.--inmate services; City of West Fargo--board of prisoners; Fargo Cass County Economic Development Corporation--2004 contract for services. 10. ROAD DEPARTMENT, Purchase order for new eQuipment MOTION, passed Mr. Meyer moved and Mr. Vanyo seconded to authorize the chairman to sign a purchase order with Nelson Ford in the amount of $25,473.00 for a 2004 crew cab pickup chassis. On roll call vote, the motion carried unanimously. 11. WEST FARGO JOINT POWERS AGREEMENT, Extraterritorial 911 address assianment Keith Berndt, County Engineer, and Mike Zimney, County Planner, were present concerning a joint powers agreement which would authorize the City of West Fargo to solely assign, change and maintain 911 property addresses within their extraterritorial area to ensure consistency in 911 addressing. At some point in the future, Mr. Berndt expects to bring forward a similar document with the City of Fargo for board consideration. Mr. Vanyo said the joint powers agreement seems appropriate, and he understands the City of West Fargo is willing to undertake this responsibility. Mr. Berndt said that is correct. MOTION, passed Mr. Vanyo moved and Mrs. Sorum seconded to authorize the chairman to sign the joint powers agreement to grant West Fargo the sole authority to assign, change and maintain 911 addresses in their extraterritorial area. On roll call vote, the motion carried unanimously. 12. COUNTY BUILDING COMMITTEES, Courthouse West Addition: WeedNector Buildina Mr. Wagner prepared a memorandum to commissioners dated December 5, 2003, requesting approval at today's meeting to appoint a planning committee for two building projects included in the 2004 budget. The proposed building projects are a west addition on the courthouse and a weed/vector building at the county highway department. He is suggesting that two commissioners serve on each committee, along with county staff and a representative of the State judicial system since the county is responsible for housing the State District Court. Mr. Meyer declined to serve on either committee because he does not intend to be a candidate for county commission after his current term ends next December.
