The board of equalization meets to hear any
individual appeals and to equalize property assessments among the various
jurisdictions. It's my recommendation to simply hear any individual
appeals on June 4th, recess, and to act on those individual appeals and to
equalize other assessments on June 18th .

In North Dakota, the assessments are reviewed annually. The property tax
is budget driven, in that budgets determine the total amount of tax to be
collected. Assessments determine how much each property will bear in
relation to the total tax burden. State statutes require residential and
commercial property be valued at market value and that agricultural
property be valued at its productivity value, as established by a legislative
formula. I've enclosed a copy ofNDCC 57-12 County Board of
Equalization for your reference.

For 2007, there is no indicated change in agricultural valuations. The
county true and full assessment value is about $570 per acre. We appear to
be in compliance with commercial assessments in rural Casso Total
residential assessments outside of the two major cities are not in
compliance according to the assessment/sales ratio study. It will be
necessay to increase residential assessments in numerous townships and
cities. I will have recommendations for the June 18th meeting.

I'm also currently reviewing several individual assessment appeals and will
have recommendations for the June 18th meeting.

If you have any questions or would like additional information, please
contact me at 241-5617.

Sincerely,
~~~~~ ;;(b,~
Frank Klein
Cass County Director of Equalization
Box 2806
211 Ninth Street South Enclosures (3pgs)
Fargo, North Dakota 58103
Fax 701-241-5728
www.casscountygov.com
