Commission Minutes-April 16, 2007 3197

Mr. Berndt said after further review, he is recommending no action be taken at this time
because he wants to complete a larger portion of the consulting work with in-house staff.
When the county initially entered into the contract with SRF Consulting, the project was to
be completed in 2007 and his staff would not have time to acquire the necessary right-of-
way. The project is now scheduled for 2008 and he believes his staff, including himself,
will be able to complete this work. He will place the matter on a future agenda if it is
necessary to significantly exceed the previously approved contract amount of $288,146.

8. CASS COUNTY WEBSITE ADDRESS CHANGE, Adopted
Terry Schmaltz, Information Technology Director, was present and discussed a request
to change the official county website address and to standardize email addresses
throughout the county. The county developed its first website in 2001. In 2003 the
United States Government began allowing state and local governments to use the .gov
domain. He said .com is designated for commercial organizations and feels .gov will
better represent Cass County and will assist in implementing secure web applications.
The cost to register the new address is $125 per year and sufficient funds are available in
the Information Technology budget. He said the second part of the request is
standardization of email addresses using LastNameFirstlnitial@casscountvnd.Qov.

Mr. Schmaltz said since existing website and email addresses will be re-directed to the
new formats, departments may use existing letterhead and business cards until depleted
and when re-ordering, may then implement the changes.
MOTION, passed
Mr. Vanyo moved and Mrs. Sorum seconded to adopt the official
county website address as www.casscountvnd.aov and authorize the
Information Technology Department to implement required changes to
the county website and email systems to reflect the new address. On
roll call vote, the motion carried unanimously.

Mrs. Sorum left the meeting at this time.

9. COUNTY COORDINATOR, Job title chanaed to County Administrator
Mr. Wagner said Bonnie Johnson was hired as the Cass County Coordinator in 1990.
Her job duties were similar to that of coordinators in Clay County and Fargo City. He said
since then both governmental entities have changed the job title to administrator, which
he feels more accurately represents the position to the public. He also referred to the
National Association of County Administrators as further support of this change.
MOTION, passed
Mr. Bennett moved and Mr. Pawluk seconded to change the county
coordinator's title to that of county administrator, effective
immediately. On roll call vote, the motion carried unanimously.

10. VETERANS SERVICE, Travel budaet adiustment for Honor Fliaht approved
Mr. Pawluk said Jim Brent, Veterans Service Officer, is attending a workshop in Bismarck
today and spoke on his behalf. He said Mr. Brent is a member of the core committee
involved with the WDA Y World War II Honor Flight and has been asked to travel with the
first group of veterans to Washington, D.C. on May 3rd. The cost for travel and
miscellaneous expenses is $750. Mr. Brent has a travel budget, but the funds are
already committed toward conferences and workshops. Mr. Pawluk suggested the
expenses be paid from either his own travel budget or the commission contingency fund.
