October 14, 2021 <br />Grace Puppe <br />Cass County Planning Office <br />1201 Main Avenue West <br />West Fargo, ND 58078 <br /> <br />RE: OIN 1121 – Eric Score/Score Brothers Construction – Variance <br /> <br />Dear Ms. Puppe, <br /> <br />I reside at a rural residence located at 4701 124th Avenue S, Horace ND 58047, approximately 1.25 miles to the West <br />from the parcel I am trying to purchase and develop as the location of my new home and business. I am being forced to <br />sell my property to the FM Diversion Authority because of the impending construction of the FM Flood Diversion <br />Project. Unfortunately, my current home and business are located within the upstream mitigation area, an area that will <br />be cleared of all structures. <br /> <br />OIN 1121 is a 7.95 acre parcel called out as: Auditor’s Lot #3 of the SE1/4 of Section Thirty Four (34), Township One <br />Hundred Thirty Eight (138N) North of Range Forty-Nine (49) West of the Fifth Principal Meridian. The Property (PIN) <br />Number is 64.0000.02932.000. This was a part of the property owned by the Crooks family, a residence was located on <br />the property prior to being bought out by the FM Diversion Project back on April 2, 2019 and removed. <br />Oly Olafson and I have searched the area for the past two years looking for a rural location to relocate my home and <br />business. I eventually pointed to this location as suitable and visited with Stanley Township who agreed to grant a <br />permit to build my home and all-purpose building. There is a purchase agreement prepared for the sale of my current <br />property to the FM Diversion Project and a purchase agreement between myself and the FM Diversion Project for the <br />7.95 acre site currently owned by said FM Diversion Project. At this time there are no adjacent acres owned by the FM <br />Diversion Project to allow for the creation of a minor subdivision. The site is already a stand-alone tax parcel number <br />and legal description (referenced above). <br />I’m not a seasoned developer, eventually I discovered the County has a say, along with the township on granting me <br />permission to build. I have provided you with plans for both the home I plan on building and for the all-purpose building <br />I am also going to build. My existing shop burned in a fire a little over two weeks ago, I need to have a shop for my <br />business and I would like to begin construction yet this fall if at all possible. In reviewing the neighborhood there are <br />several similar properties with a home and an outbuilding. <br />Please consider this letter as an application for a Variance to allow me to purchase and build out what I have planned for <br />this rural site. <br /> <br />Sincerely, <br /> <br />Eric Score <br />
