In that role, she was expected to handle the day to day administration for the county, and supervise the personnel office as well as buildings and grounds. When she was hired, her job duties were similar to that of the Clay County Coordinator, Vijay Sethi, and the Fargo City Coordinator, Pat Zavoral. Since that time, the titles for Mr. Sethi and Mr. Zavoral have been changed by their respective boards to County Administrator and City Administrator. The simple reason....the public doesn't really know what a coordinator does. In North Dakota, all 53 counties have a 911 Coordinator. Typically, Ms. Johnson's job duties lead to confusion in this area. The National Association of Counties has a county administrator's association which brainstorms together regarding local county issues. If the title were changed in Cass County, our "coordinator" would have a better fit with the national organization. I would recommend the changing of the county coordinator's title to that of county administrator effective immediately. No salary change will be required. With the county changing its website and email addresses, it would be an appropriate time to update her title. If you have any questions about my proposal, please contact me.
