<br />Road Advisory Minutes-April 3, 2007 2 <br /> <br />Round about intersections have not been widely used in North Dakota, however; they move <br />a large volume of traffic without the need for traffic signals and are proven to have a lower <br />accident rate. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to authorize the <br />county engineer to proceed with a desiJln and cost analysis of a <br />round about at the Cass County 17/52" Avenue intersection. <br />Discussion: Mr. Vanyo would like to see a cost comparison regarding <br />a round about and a traffic light. On roll call vote, the motion carried <br />unanimously. <br /> <br />4. CASS COUNTY 26 BRIDGE AND APPROACH HIGHWAY PLAN, Reviewed <br />Mr. Berndt reviewed 2008/2009 plans for the replacement of the Cass County 26 bridge and <br />improvement of the approach highway. The bridge will be a very basic two land structure <br />with a projected cost of $4,000,000. The design is nearing completion. Cass 26 gets very <br />narrow with steep slopes as it nears the bridge and has an area with low elevation that floods <br />frequently. The plan as proposed would raise the approach road to a level slightly below the <br />100 year flood elevation. Mr. Pawluk said he believes the approach road to the bridge <br />should be raised above the 100 year flood elevation. Mr. Berndt feels the road improvements <br />could be made in conjunction with the bridge work. <br /> <br />5. HIGHWAY COST, Reviewed <br />Mr. Berndt reported that Cass County has approximately 300 miles of surfaced roads, if an <br />overlay is applied every 18 years, 16.7 miles would be maintained yearly at a cost of $3.8 <br />million per year. If maintenance is done every 30 years it would require the rebuilding of <br />roads with a cost for 10 miles at $800,000 to $1 million per mile or $8.0 to $10 million per <br />year. In 2005 the average asphalt/cement bid cost was $224 per ton. The cost inflated $114 <br />per ton in 2006 to $338 per ton. <br /> <br />6. COUNTY HIGHWAY 16, Improvement reauest from Davenport area citizens <br />Darrell Schroeder was present to inquire about the Cass County Highway 16 west of <br />Davenport to Highway 18 project. Mr. Saewert stated many people do not travel the road <br />due to poor conditions. Mr. Berndt said repaving of Cass 16 is not scheduled for 2007. The <br />only current plans are to reshape an area of concern where the ditches are very steep. <br /> <br />7.
