<br />APPENDIX A <br />PAGE 1 OF 2 <br /> <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />HIGHWAY SAFETY PLAN <br /> <br />PROJECT NO. PHSP4020702 SP 08 Ph 04 <br /> <br />SCOPE OF WORK <br /> <br />The purpose of this contract is to provide funding to the Cass County Sheriffs Office t()r <br />pat1icipation in the Memorial Day Enforcement Blitz targeting occupant protection violations. <br />Funding t()f this project is provided through the National Highway Traffic Safety Administration <br />(NHTSA) under the authority of23 U.s.e. ] 57. The objective of this grant program is to increase <br />seat belt use in North Dakota, tor both adults and children. by supporting the implementation of an <br />innovative educational and enforcement project. The success ofthis project is built upon the strategy <br />that education, along with high visibility and consistent entorcement, is an effective means to change <br />driver behavior and positively impact occupant protection use. <br /> <br />The state of North Dakota will be participating in the national mobilization beginning May 2],2007. <br />and ending June 3, 2007, tor the specific purpose of targcting occupant protection violations within <br />the guidelines of North Dakota occupant protection laws. Law enforcement agencies will be <br />requircd to work overtime activity during this period to create high visibility and ensure public <br />safety. <br /> <br />This contract will reimburse $4,500 tc)r the cost of overtime wages. Overtime wages will be paid at <br />the agency-approved overtime rate. The Cass County Sheriff's Otlice \vill be required to submit an <br />activity report to the Office ofTratlic Safety (OTS) no later than June X. 2007. The activity report <br />must be submitted to the OTS prior to reimbursement. Late reports may result in a delay in <br />processing or a reduction in payment. Supporting documentation must be retained at the local level <br />in accordance with audit guidelines. <br /> <br />The Cass County Sheriffs Office will provide a copy of the seat belt policy to the OTS betorc <br />requesting reimbursement for this activity. All persons reimbursed \vith tratlic safety funds arc <br />required to wear seat belts and obey all tratlic laws while 011 otlicial business of the projects. <br /> <br />l-l~ <br />
