ND 58433 February 15. 2007 Mike Montplaisir Cass County Courthouse PO Box 2806 Fargo ND 58108 Dear Auditor: As you may know, Steve Cichos, a Stutsman County Commissioner. was serving as a board member for the North Dakota Insurance Reserve Fund (NDIRF). He served on the NDIRF Board of Directors as a representative elected by the North Dakota Commissioners Association (NDCCA). At the general election November 2006, Mr. Cichos was not reelected as a county commissioner: therefore, he was not eligible to continue serving on the NDIRF Board. In December 2006. Scott Wagner, President of the NDCCA appointed me, Richard C. Aberle. to fill the vacancy on the NDIRF Board until the next election. I was very willing to serve in this position. The next election for the NDIRF Board will be at their annual meeting which will be held May 10.2007. Normally the representative for the county commissioners is elected at our annual NDACo's annual meeting. Because of the situation that developed last fall, this election will be held during NDIRF's annual meeting. A ballot will be mailed out to each of North Dakota' s auditors to have their County Commissions vote to fill the position I now hold on the NDIRF Board. There will be at least 2 individuals name's on the ballot. Prior to this election I win have participated in three (3) NDIRF Board meetings. (was also involved in approving the NDIRF budget for 2007. I have a strong desire to continue serving as your representative on the NDIRF Board. I am asking for your support in doing this by your vote for me to be elected to NDIRF Board. I assure you if I am elected I will continue to work diligently and prudently to carry out my fiduciary responsibilities as a NDIRF Board member. Your vote for me will be greatly appreciated!
