INVESTIGATION OF ABATEMENT APPLICATION

ABA TEMENTS #4299

Following is a report on the investigation of the abatement application of: Richard Harris

Cass County Board of Commissioners and State Tax Commissioner:

The applicant is asking that his 2006 assessment of $170,000 be reduced to $89,600 on the 12.8
acre tract located in the NE4 12-140-49 Reed Twp,just north of North River. The tract is
improved with a 4 bedroom, 1 bath, two story home that was built in 1915. The home is in fair
condition and has an attached garage. There are numerous outbuilding of nominal value.

The applicant states that the property is assessed higher than other similar properties and is
asking the that valuation be reduced accordingly. Mr. Harris provided assessments of six
properties that he feels is comparable.

The Reed Twp Board recommended that the total assessment be reduced to $100,000.

I did visit the property and spoke with the taxpayer. The tract was part orthe orginal Harris
family farm from the early 1900's. The improvements add little value to the tract. It may be that
the best use of the property is for residential development purposes.

Considering input from all parties, it is my recommendation to grant the abatement in part and
reduce the assessment.

SUGGESTED MOTION: "I move that Abatement #4299 be reduced to $100,000 True and
Full Value, as recommended by the Reed Twp Board and the Director of Equalization.

Dated this 15th day of March, 2007.

'1 ~~ ;{:j2U1A-/

Frank Klein
Director of Tax Equalization

j :\tax\wp\abate
