C-(:~,1~:T'r c:":~ " <br /> <br />TO: <br /> <br />('ass County Commission <br /> <br />FROM: <br /> <br />KeIth Berndt, ('ass ('ounty Fngmeer <br /> <br />, -":"~f~ <br /> <br />> <br /> <br />DATE: <br /> <br />February 23, 2007 <br /> <br />SUBJECT: <br /> <br />Agenda topic 1(J[ March 5. 2007 ('ommission Meeting: <br />Casselton Ethanol Plant Road <br /> <br />As you are aware. a large Ethanol plant is being planned near Casselton. <br />The proposed plant will require improvements to a 2 mile segment of <br />township road running between Cass 10 and Interstate 94. The road is 2 V2 <br />miles west of the ('assdton interchange and is in Casselton and Everest <br />Townships. The lownships would prefer that the road be added to the <br />County Highway system because the significant improvements and <br />maintenance requirements to support this level of truck tramc may be <br />beyond their capability. Necessary improvement costs to the 2 mile <br />segment of road are estimated between $1.5 and $1.8 million. Initial <br />indications are that a portion of those costs could be funded with a special <br />allotment of Federal highway funds and pot(~ntial grant funds. <br /> <br />If the Commission deCides that it is appropriate to take over ownership and <br />maintenance of this segment of township road and add it to the County <br />Highway System. I would recommend the provisions outlined in the <br />suggested motion. <br /> <br />SUGGESTED MOTION: <br /> <br />Cass County Commission hereby authorizes the following road <br />improvements in support of the proposed Casselton Ethanol Plant: <br /> <br />1. County will add the 2 mile segment of Lven:st and ('asselton <br />Township road running north from 1-l)4 at exit 328 to Cass County <br />10 to the COU11ly Ilighway System <br /> <br />2. <br /> <br />County to work with the ND Departmel1lllf I ransportation to secure <br />any available special state and fedt'ral funding for improvements to <br />the road above and separate from the County' s normal federal aid <br />allotment <br />
