<br />8 <br /> <br />County Planning Commission Minutes-January 25, 2007 1 <br /> <br />CASS COUNTY PLANNING COMMISSION <br />JANUARY 25, 2007 <br /> <br />1. <br /> <br />MEETING TO ORDER <br />The meeting was called to order on January 25, 2007, at 7:00 AM in the Highway <br />Department Conference Room with members present as follows: Ken <br />Lougheed, Keith Monson, Todd Ellig, Mark Johnson, Darrell Vanyo and Lou <br />Bennett. Chad Peterson, Linda Coates and Kent Jensen were absent. Also <br />present were County Planner, Mike Zimney and County Engineer, Keith Berndt. <br /> <br />2. <br /> <br />MINUTES APPROVED <br />MOTION, passed <br />Mr. Bennett moved and Mr. Johnson seconded that minutes <br />from the September 28, 2006, meeting be approved as <br />written. Motion carried. <br /> <br />Appoint Planning Commissioner to Road Advisory Group <br />Discussion was held on what the duties of this position would be. The Road <br />Advisory Group approves the annual highway budget, deals with highway issues <br />and approves road projects. Mr. Johnson expressed his willingness to continue <br />in this position, if no one else was interested. Several others are unable to serve <br />due to the time of the meetings. Mr. Johnson was appointed to continue his <br />service on the Road Advisory Group. <br /> <br />4. <br /> <br />Oxbow Lift Station No.2 - Final Plat <br />Minor Subdivision <br />Public hearina held; Final plat approved <br />Mike Zimney stated that they are waiting to hear from the township regarding this <br />matter. There was no public comment. <br />MOTION, passed <br />Mr. Johnson moved and Mr. Ellig seconded to approve the final plat <br />of Oxbox Lift Station No.2. Motion carried. <br /> <br />5. <br /> <br />Update on South Side Flood Control Project - Keith Berndt <br />Mark Bittner, PE, Fargo City Engineer and Jeffry Volk, PE & RLS, Moore <br />Engineering provided the board with information regarding the South Side Flood <br />Control Project. The different options were reviewed and discussed. <br /> <br />6. <br /> <br />Junk Ordinance <br />Mike Zimney stated that the county has a junk regulation that was adopted in <br />1988. There have been a few instances in the last few years that were in clear <br />violation of this regulation, but it is difficult to enforce. They have rewritten the <br />regulation and have come up with a proposed ordinance. They are currently <br />waiting to hear back from the State's Attorney as to what process should be <br />followed to get the ordinance in place. Their next step, if the State's Attorney <br />advises us to proceed, will be to meet with Fargo Cass Public Health and the <br />Cass County Sheriff's Department. After that, it will then come back to this <br />board. Discussion was held. Mr. Ellig suggests making the township officials the <br />
