8 County Planning Commission Minutes-January 25, 2007 1 CASS COUNTY PLANNING COMMISSION JANUARY 25, 2007 1. MEETING TO ORDER The meeting was called to order on January 25, 2007, at 7:00 AM in the Highway Department Conference Room with members present as follows: Ken Lougheed, Keith Monson, Todd Ellig, Mark Johnson, Darrell Vanyo and Lou Bennett. Chad Peterson, Linda Coates and Kent Jensen were absent. Also present were County Planner, Mike Zimney and County Engineer, Keith Berndt. 2. MINUTES APPROVED MOTION, passed Mr. Bennett moved and Mr. Johnson seconded that minutes from the September 28, 2006, meeting be approved as written. Motion carried. Appoint Planning Commissioner to Road Advisory Group Discussion was held on what the duties of this position would be. The Road Advisory Group approves the annual highway budget, deals with highway issues and approves road projects. Mr. Johnson expressed his willingness to continue in this position, if no one else was interested. Several others are unable to serve due to the time of the meetings. Mr. Johnson was appointed to continue his service on the Road Advisory Group. 4. Oxbow Lift Station No.2 - Final Plat Minor Subdivision Public hearina held; Final plat approved Mike Zimney stated that they are waiting to hear from the township regarding this matter. There was no public comment. MOTION, passed Mr. Johnson moved and Mr. Ellig seconded to approve the final plat of Oxbox Lift Station No.2. Motion carried. 5. Update on South Side Flood Control Project - Keith Berndt Mark Bittner, PE, Fargo City Engineer and Jeffry Volk, PE & RLS, Moore Engineering provided the board with information regarding the South Side Flood Control Project. The different options were reviewed and discussed. 6. Junk Ordinance Mike Zimney stated that the county has a junk regulation that was adopted in 1988. There have been a few instances in the last few years that were in clear violation of this regulation, but it is difficult to enforce. They have rewritten the regulation and have come up with a proposed ordinance. They are currently waiting to hear back from the State's Attorney as to what process should be followed to get the ordinance in place. Their next step, if the State's Attorney advises us to proceed, will be to meet with Fargo Cass Public Health and the Cass County Sheriff's Department. After that, it will then come back to this board. Discussion was held. Mr. Ellig suggests making the township officials the
