<br />__A.._.'...., --'.. <br /> <br />ARTICLE VI. MeetjM~: <br /> <br />1 The Council shall meet at least nine (9) times per year, and shall fix a time and place <br />for the meetings. Special meetings may be called at the discretion of the Councilor <br />Executive Committee. <br /> <br />2. The Council shall keep records of all its meetings. The Council records shall be public <br />records available for inspection by any interested parties at reasonable times during <br />regular office hours. <br /> <br />3 All Council meetings shall be open to the public. <br /> <br />4 Quorum - A quorum for the transaction of the Council business shall consist of a <br />majority of the ovoting members of the Council, except that V <br /> <br />a) In the event that fewer that a majority of voting members is present at a <br />regularly scheduled meeting, the Chairperson of the Policy Board may <br />declare six members in attendance to be a quorum for the purpose of <br />paying bills only. <br /> <br />5. Rules of Order - Except as otherwise required by these Articles, the Rules of Order <br />shall be in accordance with the latest edition of ROBERT'S RULES OF ORDER <br />REVISED. <br /> <br />6. When a member has acquired three consecutive unexcused absences, a letter shall <br />be sent to the governmental board that appointed the Council member requesting that <br />he or she be replaced. An unexcused absence would be a meeting for which the <br />Council member does not provide an alternate. <br /> <br />ARTICLE VII.Powers__an5.tQYtj~~: <br /> <br />i Comprehensive Metropolitan Plan - The Council shall prepare, maintain, and regularly <br />review and revise a Plan for the Metropolitan Area. In the preparation of the Plan, the <br />Council shall seek to harmonize the general plans of Cities and Counties within the <br />Area, and the plans and planning activities of federal, state, and other public and <br />private agencies, organizations and instrumentalities within the Area. Before adoption <br />of the Plan or any revision thereto, it shall be referred to each City and County <br />Planning Commission for review, and the Council shall allow a reasonable time for <br />response. The Council shall seek the cooperation and advice of Cities and Counties, <br />state and federal agencies, and organizations and others interested in the functions of <br />the Council. <br /> <br />2. Adoption - After public input meetings and local governing bodies approval, the <br />Council shall adopt the Plan or portions thereof by majority vote.
