.CASS C()UNIY
(;() '\ ERN MEN T December 5,2006

..1.-1 Court Facilities Improvement Advisory Committee
_____.________---l North Dakota Supreme Court
600 East Boulevard Avenue, Dept. 180
Bismarck, ND 58505-0530

County
Coordinator

Re: Court Facilities Improvement Grant Application

H"I1nit,I"lm"'1l Dear Committee Members:

On behalf of the Cass County Board of Commissioners, thank you for the
opportunity to submit a grant request for consideration in the next round of
appropriations.

For this application, we are seeking funds for the following improvements:

1. Remove and dispose of existing worn-out glued down carpet and
baseboards in court offices and administrative areas of second
and third floor judicial spaces at the Cass County Courthouse. Suitable
sub-floor repairs would be made for installation of new carpet. This
project also includes tear-down and reinstallation of modular furniture.
This would complete the second phase of a two-phase project. Much of
the carpet is "rippled" from wear and tear and is considered a hazard to
state employees working in that location.

2. Another priority for the State District Court, housed at the Cass County
Courthouse, is for improved ergonomic seating for jurors. Surveys
have indicated the old, worn-out seating is the number one complaint of
citizens who fill out jury questionnaires for the court. The Cass County
Courthouse has seven courtrooms. This request is asking for chair
replacement for two of the courtrooms. Thirteen chairs would be
located in each jury box, four at the attorney/counsel tables and one for
the bailiff.

3. Lastly, the District Court is seeking to improve courtroom access and
address security concerns for the juvenile court. Currently, only one of
the two referees has secure passage to the courtroom.

As a result of the recent retirement of the juvenile court director, the
Court has elected to move the second referee to that location near the
courtroom. With modest remodeling, including the cutting of a doorway
from the office through a conference room, the primary objective of a
"secure" passage can be achieved.

I\(I~ 2~l'(1
~ II \! lilt h ~trl'd ~()lIrh
Far.t;o, \!"rt h I \lknfa SS ll~S

With this project completed, all seven judges and both judicial referees
will have direct access to the courtrooms.

7LlI,~41.);2l'
Fax: 7l11-~l)7,hl)2C

".....','''''~
