<br />Road Advisory Minutes-November 20, 2006 2 <br /> <br />3. CORRIDOR PRESERVATION DISCUSSION, Information <br />Mr. Berndt discussed planning functions and the importance of preservation for future <br />transportation corridors. He presented a map with critical mile line corridors to preserve in the <br />southern metropolitan growth area. He suggested the county may consider adding some of <br />these existing township and municipal roads to the county system. This would allow the <br />county to more effectively preserve these critical corridors. Mr. Pawluk questioned if roads <br />in extraterritorial zoning areas would fall under the jurisdiction of respective municipalities. <br />He said this may be an issue for Metropolitan Council of Governments (MetroCog) to <br />address. He commented MetroCog may take a leadership role in identifying corridors and <br />work with townships. Mr. Vanyo stated MetroCog could use this project in long range <br />planning. Mr. Pawluk stated that a policy should be drafted and adopted to allow the county <br />planning commission authority to control the platting of such property. He suggested the <br />draft policy be presented at the next Road Advisory Committee Meeting. <br /> <br />4. 2006 CONSTRUCTION PROJECTS, Reviewed <br />Mr. Berndt reviewed the 2006 construction projects. He said in 1997 a traffic counter <br />revealed 200 vehicles per day used Cass County 14 near Horace. A recent traffic counter <br />calculated the same area and showed the present count at 1,300 vehicles per day. <br /> <br />5. 2007/2008 CONSTRUCTION PROJECTS, Reviewed <br />Mr. Berndt distributed a summary of the 2007 and 2008 proposed construction projects to <br />committee members. The list for 2007 includes three road projects and one bridge <br />replacement. He stated a shortfall of $800,000 on the County Road 17 project may cause <br />the deferral of another project. He also reviewed the proposed 2008 list including seven road <br />projects and five bridge projects. <br /> <br />6. COUNTY HIGHWAY 16, Improvement request from Davenport area citizens <br />Darrell Schroeder was present to inquire about the Cass County Highway 16 west of <br />Davenport to Highway 18 project. Mr. Berndt said they will continue to research the project. <br /> <br />7.
