Certification of Award Juvenile Accountability Incentive Block Grant Program Jurisdiction: Cass County Contact Person: Major Glenn Ellingsberg [--] Single Allocation: The above jurisdiction has elected to receive a direct award of JAIBG funds which will be obligated and expended in accordance with its Coordinated Enforcement Plan as developed by the local Juvenile Crime Enforcement Coalition (JCEC). [~ Collective Allocation: The above jurisdiction is part of a collective allocation of JAIBG funds and its award will be received and obligated by Cass County (Recipient Jurisdiction) Pursuant to federal guidelines, the State and each unit of local government receiving JAIBG funds is required to have a policy of testing appropriate categories of juveniles within the juvenile justice system for use of controlled substances. The State of North Dakota has had such a policy in effect pursuant to Chapters 27-20 and 27-21 of the North Dakota Century Code. Please check the appropriate response as it relates to substance testing policies for juveniles within your jurisdiction: [~ The above jurisdiction certifies that it does not have direct responsibility for the controlled substance testing practices and policies for juveniles within the juvenile justice system, and that it complies with the State's practices and policies. ~] The above jurisdiction has implemented the attached controlled substance testing policy for juveniles within the juvenile justice system. I certify that: 1) all information provided is correct and in accordance with the federal guidelines for the JAIBG Program; 2) a coordinated enforcement plan has been developed by a local JCEC; 3) the funds will be spent in the required program purpose areas and in the interests of public safety and juvenile crime control; 4) the required cash match will be made available; 5) the funds will not supplant revenues already appropriated; and 6) the above jurisdiction will comply with all federal fiscal management and audit requirements.
