However, one comment <br />noted that 50% of building permits are for affordable housing. <br /> <br />A critique of the data cited the need for information on the number of jobs under <br />$IO/hour, household income distribution, number oftwo-eamer households <br />(working spouses), whether students are included in the workforce count, and how <br />many of the workforce are commuters. [Some of this information is contained in <br />tables and appendices in this final report and in the technical market analysis report <br />available at Metro COG.] <br /> <br />Additional critiques noted that the study does not address housing for those who <br />earn below $9.37 /hour, or housing for the handicapped. It was also noted that the <br />analysis does not recognize the significance of the presence of two universities and <br />one college, (e.g. student housing). [There is a Rental Housing Student Joint <br />Impact Study in which Fargo and Moorhead participate.] <br /> <br />Implementing the Strategic Initiatives <br /> <br />Most attention was focused on intergovernmental cooperation, <br />education/communication/dialogue, community acceptance of workforce housing, <br />and resources. There was some overlap of implementation suggestions regarding <br />the first two strategic initiatives. <br /> <br />The intergovernmental cooperation comments fall into two categories: creating a <br />working group to further dialogue and communication among public officials and <br />stakeholders, and education of home buyers. The strategic initiative of <br />education/communication/dialogue elicited discussion in three areas: continuing <br />an annual forum, furthering dialogue among developers, buyers and developers, <br />and creating a regional housing center to provide education and increase <br />opportunities for homebuyers to purchase homes they can afford. <br /> <br />Intergovernmental Cooperation. <br />Suggestions ranged from creating an ongoing task force with several committees to <br />work on a particular action piece, to suggestions that the Metro COG establish a <br />housing group, or organize a meeting to include leaders from the Home Builders <br />Association of Fargo-Moorhead, Realtors, Fargo-Moorhead Chamber of <br />Commerce and the Greater Fargo-Moorhead Economic Development Corporation. <br />Other implementation measures suggested were to convene discussions with higher <br /> <br />43 <br /> <br />Linda S.
